OUT OF CLASSIFICATION PAY
It was recently brought to my attention about CSO Robert Swenson's
out of classification pay not being dealt with during the comp
worth process. CSO Swenson usually works one day a week at the Elk
River Mall as an armed part-time licensed peace officer. During
the comp worth process, it had been discussed by the committee and
forgotten.
Ail of the hours CSO Swenson works at the mall are reimbursed by
the Elk River Mall. CSO Swenson has worked a total of 107 hours
for the first six months of 1996. I am recommending that when he
works the mall, he is paid at the starting rate for a police
officer; that is currently $13.65 per hour. However, CSO Swenson
currently earns $12.23 per hour.
I am also recommending that CSO Swenson receive back pay for those
107 hours. This would total $151.94 in back pay for 1996. For
clarification sake, this back pay, if approved, would not be
reimbursed to us from the mall, it would come out of the police
department budget. Secondly, I request that on CSO Swenson's
anniversary date that this out of classification pay would also
move to the next highest step.
Lastly, this out of classification assignment that CSO Swenson is
working could end at any time. I feel this would be a fair way of
compensating Officer Swenson.
