MEMORANDUM
TO: Mayor and City Council
FROM: Bob Kluntz, Police Department
DATE: April 9, 2009
SUBJECT: Edward Byrne Memorial Justice Assistance Grant
Earlier in 2009 the police department was made aware of funds available through the
Edward Byrne Memorial Justice Assistance Grant. The Police Department was allotted
$20,740, so after some discussion it was decided to apply fox these funds to offset the cost of
a marked squad car. This will not be an addition to the fleet; the funds will be used to
replace funding which we expect to be cut in 2010.
As a requirement of this grant request, the application must be made available for review by
the governing body of the City of Elk River not fewer than 30 days before the application is
submitted. Therefore, no action is requested, the only requirement is that the application is
made available fox Council and public review.
Because of non-supplanting requirements and the fact that the window of opportunity to
order a 2009 car has closed, the money has been requested for the purchase of a car in 2010.
Due to budget cuts a squad car was removed from the police department 2009 budget. In
anticipation of further cuts in 2010 the police department wishes to use this grant money to
assist in the purchase of a squad car; which we expect to be cut from next years budget. The
current cost of a 2009 car is $23,279, so with this funding a new car could be purchased at a
cost of approximately $2,539 to the City.
