RE: JARVIS STREET / 156TH AVENUE UPGRADE
Dear Council Members:
At your July 15, 1996, City Council meeting, in considering the Renner Addition, the
City Council indicated that they would like to see the Jarvis Street upgrade be done as a
public improvement project with the Renner Addition paying 50% of the cost of the
upgrade, and the remaining 50% assessed to the property on the opposite side of the road.
Since this meeting, Lee Fredrickson, who owns Lots 7 through 10 of Block 1 and Lots
5 through 9 of Block 2, Ar-mon Commercial Park located just to the east of Jarvis Street,
has petitioned for the upgrade of 156th Avenue from his car dealership to Jarvis Street.
Attached is a copy of the petition. Based on this petition and the Council direction, we
have prepared the attached resolution which would initiate a public improvement process
on Jarvis Street and 156th Avenue from the Fredrickson auto dealership to Jarvis.
For your information, I had an opportunity to talk to Mr. Larry Hickman at the July 15th
City Council meeting regarding the timing of the Jarvis Street upgrade. I indicated to him
that it would likely not be undertaken until the spring of 1997. I thought that, with the
requirements for a feasibility study and a public hearing with notices associated with these
hearings, to construct the project in 1996 would run the risk of not having sufficient time
to get the road in a reasonably good condition prior to the onset of winter. I thought it
would be better to not risk having a road partially completed with his new furniture store
ready to open. He thought that this was a reasonable approach.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION OF THE CITY OF ELK RIVER
ORDERING A PRELIMINARY FEASIBILITY REPORT
IN THE MATTER OF THE
JARVIS STREET AND 156TH AVENUE EAST OF JARVIS STREET
UPGRADE IMPROVEMENT OF 1996
WHEREAS
the City has determined that it should consider improving certain property by
upgrading Jarvis Street from TH 10 to 156th Avenue and 156th Avenue from
Jarvis Street to 156th Lane to an urban street section (the improvement); and
Council must first secure a preliminary feasibility study in order to consider
making the improvement;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
This matter shall be referred to MSA, Consulting Engineers, who is requested to provide
to the City Council a report advising, in a preliminary way, whether the proposed
improvement is feasible and whether the improvement should thus be made as proposed
or in connection with some other improvement and the estimated cost of the improvement
as recommended.
