The market is a community event and does not require a transient license. 2. No electrical services shall be across any drive or walking surface. 3. All applicable fire codes shall be met. 4. If traffic becomes a problem around the site, the sales area shall be delineated with a barrier to restrict traffic. 5. The sales area shall be maintained free of debris and kept in an orderly condition. 6. The location of the sales area shall be consistent with the submitted site plan. 7. The advertising banner shall be removed by September 24, 2009. 8. A 24-foot drive lane shall be maintained around the parking area. Overview The community event of the Farmers Market will occur every Thursday from 3:00-7:00 pm through September 24, 2009. There will be approximately 24 vendors on site selling a variety of products. The market will utilize the eight parking stalls along the south side of the parking lot and approximately 14- feet of the drive lane along the east side of the parking lot. A 24-foot drive lane will be maintained around the parking stalls. The applicant is requesting a banner advertising the market just behind the curb on the south side of the parking lot. It would be installed for the duration of the market. The Liquor Store Manager has reviewed the proposed plan and sees no issues with the proposal. He wants to make sure that vehicular circulation loop is maintained, as the store has many customers pulling trailers. Attachments • Applicants Narrative • Site Plan Action Motion by Second by Vote Follow Up General Planning Permit Request Narrative Elk River Parks and Recreation Farmers Market Detailed Description/Scope of Proiect The Elk River Parks and Recreation Department is requesting to host the Farmers Market at the parking lot of the City of Elk River's Westbound Liquor Store located at 13484 185th Street. Two sections of the parking lot would be utilized as indicated on the attached map. The Market consists of 12 vendors selling a variety of products including standard vegetables such as sweet corn and carrots as well as more unique vegetables such as bok Choy and egg plant. Fruits, smoothies, and flowers are examples of other products sold. Compatibility with Surrounding Properties The main impact on the area would be the potential for increased traffic from Farmers Market shoppers. The parking lot has access off of 185th Ave which has a traffic light controlled intersection with Highway 10. Operation Information • Hours of operation: 3:00 - 7:00 p.m. . • Days Open: Thursdays • Total time on property: From issuing of permit through September 24, 2009 Number of Employees • One Parks and Recreation staff directly supervises the Farmers Market. • The vendors have approximately 24 people on site. Number of Parkins Stalls Being Utilized/Removed Eight parking stalls and 100 feet of curve as indicated on attached map. Temporary Signage A banner advertising the Farmers Market would be placed as indicated on the attached map by the parking lot curve facing Highway 10. Only one sign would be utilized and would remain up through the conclusion of the Market on September 24th, 2009. Outdoor Storage There would be no outdoor storage.
