Staff is requesting:
^ Direction from the City Council on the potential purchase and placement of banners
along TH 10; and
^ Review and approval of the attached Banner Policy for the use of the banner arms by
charitable and/or non-profit organizations.
Background/Discussion
Attached are a few examples of banners that have been developed by the street division sign
technicians that could be placed along the TH 10 light poles. We have attempted to keep the
banners relatively simple, while advertising the City of Elk River, Energy City, and the downtown
concert series. Obviously, these banners could be mixed and matched relative to color. The
banners could also be printed with a "Welcome to". Also attached is a graphic representation of
what the banners may look like along the TH 10 corridor.
This item was reviewed at a recent department head meeting. The consensus from the
department heads was that a simple blue on white or white on blue City of Elk River banner was
the favorite, plus four banners advertising the downtown concert series at the light poles either
side of the Main Street and Jackson Avenue intersections.
We have obtained ballpark estimates for the manufacturing of the banners. They will generally
run $75 - $100 each, depending upon the complexity, number of colors, and the number of
banners ordered. The material that they would be made of is a marine quality vinyl and is
guaranteed fox a period of three years.
The attached Banner Policy attempts to incorporate the direction the Council gave at a recent
meeting relative to charitable and/or non-profit organizations utilizing the banner arms. You will
note that the definition for charitable and/or non-profit organization is the same as contained in
the City's sign ordinance. We have required that the organizations provide at their cost 4 -12
banners. There is no charge for placing the banners. The City will utilize Elk River Municipal
Utilities for that purpose. The policy allows the banner advertising a specific event to be placed
up to 30 days before and removed within 5 days after the event. We have specified that the
banners should have no more than three colors and that they need to be reviewed by the street
division sign technician. This review is simply a final check to ensure that before a banner is
made, it meets all the criteria of the MnDOT guidelines for placement in their right of way and
will not conflict with the city banners.
Financial Impact
Should the Ciry Council want to have banners made and placed along the TH 10 corridor, the
cost would be approximately $2,000 - $2,600. There are no budgeted funds in 2009 for this cost;
therefore, the cost would need to be funded from Council contingency.

City of Elk River
TH 10 Banner Policy
Purpose:
The city believes the placement of banners on the light poles along TH 10 in the downtown
area is an important part of identifying and celebrating the community. The city also
believes that the placement of banners should be made available for other charitable and/or
non-profit organizations within the community. This policy will provide the guidance for
this use of the banner arms by other charitable and/or non-profit organizations.
Eligibility for Banner Arm Use:
To be eligible to use the TH 10 banner arms, a charitable and/or non-profit organization
must meet the Internal Revenue Code definition contained in Section 501 (C) (3).
Banners:
Charitable and/or non-profit organizations wanting to place banners on the TH 10 light
poles must provide at their cost a minimum of four (4) banners and a maximum of twelve
(12) banners.
Banners are generally four (4) feet by two (2) feet; must be made of 18-ounce vinyl material
with no more than three (3) colors excluding the banner material color. All banners must
comply with current MnDOT requirements contained in the Traffic Engineering Manual.
Banner design must be approved by the Street Division sign technician.
Banner Placement and Timing:
There will be no charge to charitable and/or non-profit organizations that have been
approved for placement of banners on the TH 101ight poles. Banner placement will be
coordinated through the Street Division sign technician. Banners can be placed no more
than thirty (30) days before a scheduled event and must be removed within five (5) working
days after the event has occurred.
