A. Authorize hiring a temporary part-time fire inspector until the fire marshal is no longer serving as
interim fire chief.
B. Consider a pay adjustment for the fire marshal while he serves as interim fire chief.
Background/Discussion
A. I have met with Fire Chief Bruce West and Interim Fire Chief Cliff Anderson to discuss various duties
and responsibilities following Chief West's departure and continuing until the fire chief position is filled.
Fire Marshal Anderson will be serving as interim fire chief but will continue to fulfill his current duties at
the same time. However, while serving in both capacities, he will have less time to complete fire
inspections. Therefore, we are recommending that a part time inspector working up to a maximum of 24
hours per week be hired to temporarily assist with fire inspections while Mr. Anderson is serving as
interim fire chief. The position would be posted and filled internally with fire fighters who possess the
qualifications for the position.
B. When the City Council approved appointing Cliff Anderson to be interim fire chief, I indicated I
would return to the Council with a pay adjustment recommendation. The recommendation takes into
consideration the fact that Mr. Anderson will continue to fulfill the duties of fire marshal and will spend
part of his time fulfilling fire chief duties and responsibilities. The pay adjustment I am recommending is
$640.00 per month. This is half-way between the top step for the fire marshal and the bottom step for
fire chief. If approved, the pay adjustment would be effective the same date of the appointment of
interim chief, which is Apri124, 2009, and continue until a new fire chief begins employment.
Financial Impact
• The actual cost for the part time inspector will depend upon the hours needed and the time it
takes to fill the fire chief position. A reasonable estimate is between $8,000 and $9,000. Funding
would come from the Council Contingency if funds are not available in the Fire Department
budget at year end.
• The cost for the pay adjustment for the interim chief will also vary as noted above. 'The estimated
cost is approximately $4,000 with Council Contingency funding the expenditure if funds are not
available in the Fire Department budget at year end.

SUBJECT: Part-Time Inspector Position
The Fire Department is seeking approval to hire apart-time Fire Inspector to assist with
fire inspections during the transition period of hiring a new Fire Chief. The estimated
start date for the position would be April 27, 2009. The position will be for 24 hours a
week at a wage of $14.05 per hour and the term of employment will be renewable
monthly until all full-time Fire Department staffing positions have been filled. The Fire
Inspector will have access to a Fire Department staff vehicle during regular working
hours and when assigned duty officer duties throughout the week as needed.
