JOB DESCRIPTION AND SALARY RANGE
FOR HOUSING INSPECTOR
The first attachment to this memo is a summary of the Housing Maintenance
Ordinance in resolution form. The entire ordinance is too costly to publish. Staff
recommends the Council passes this resolution to publish the summary.
The next attachment is the proposed job description for the Housing Inspector.
This job description is flexible enough in the duties assigned to cover changes to this
position, if needed. The job description also spells out the qualifications staff feels
are necessary to this position. Staff recommends the Council approves this job
description by simple motion.
Lastly, staff is recommending the Housing Inspector is a pay grade 12. This is one
step below the Residential Building Inspectors who are at a pay grade 13. The City
may need to reconsider the pay grade at a future date when the exact duties being
performed by the Housing Inspector are fine tuned.
A pay grade 12 ranges between $23,920 to $38,979 annually. Staff feels the City will
need to hire at approximately $30,000 per year to get a person with the qualifications
the position should have.
With Council approval, staff will proceed with the hiring process within these
parameters.

RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING NOTICE OF SUMMARY
PUBLICATION OF ORDINANCE 96 - 17 AMENDING THE CITY
CODE OF ORDINANCES TO INCLUDE SECTION 1007, HOUSING
MAINTENANCE ORDINANCE
WHEREAS,
the City of Elk River is concerned that residents of rental
property could be exposed to situations that jeopardize their
health, safety, or welfare that are out of their control to rectify
because they are not the premise owner; and,
WHEREAS,
the City of Elk River researched housing maintenance codes
from other cities and the Uniform Housing Code for appropriate
health, safety, and welfare controls to place on rental properties;
and,
WHEREAS,
a public hearing with due notice in the Elk River Star News and
mailed notice to the individual owners of apartment buildings
was held regarding this subject on July 22, 1996, during which
the Elk River City Council received public input.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Elk River, Minnesota, that ordinance 96 -17, passed and adopted
on the 22 day of July, 1996 is summarized for publication as
follows:

Adding definitions relating to rental dwellings and their
inspection.
Adding a listing of responsibilities of the owner and occupant of
a rental dwelling.
Adding provision requiring rental dwellings to obtain a yearly
license and inspection.
Adding specific health, safety, and welfare standards for rental
dwellings.
Adding a definition and procedure with respect to substandard
buildings.

A copy of the full text of the regulations regarding Housing Maintenance is
available for inspection by any person at the Elk River City Clerk's office,
13065 Orono Parkway, during normal business hours.
Passed and adopted by the Elk River City Council this 19th day of August,

City of Elk River Position Analysis
Position Title: Housing Inspector
Department: Building and Zoning
Immediate Supervisor's Title: Building and Zoning Administrator
FLSA Status: Non-Exempt
Purpose: This position conducts inspections and licensing to ensure
building, fire, and housing maintenance code compliance; conducts building
and site inspections of primarily rental property to ensure code compliance
within the city. May conduct residential building inspections as requested by
supervisor.
Essential Functions
Conduct housing inspections
A. Conduct housing inspections, include fire and building
inspections.
B. Prepare stop work, violation, correction, vacation, and
condemnation orders.
Perform communication activities
A. Communicate with public by assisting with information
requests; answer public inquiries; participates in departments
community education/training efforts.
B. Interpret and assist in preparation of city ordinances, codes, and
specifications.
C. Create and maintain records of housing inspection activities;
issue licenses.

Licensing and enforcement activities
A. Implement and enforce housing inspection codes including the
Housing Maintenance Code, Uniform Building Code, Uniform
Fire Code, and Rental Housing Licenses and Regulations.
B. Contact rental property owners to schedule inspections.
C. Assure rental licenses are current.
o
Conduct building inspections
A. Conduct building inspections including footing, foundation,
rough-in and final inspections.
B. Perform other miscellaneous inspections such as swimming pool,
fence, and sign installation.
Required Knowledge, Skills, and Abilities
Knowledge of practices and procedures common to construction.
Skill to communicate effectively, both orally and in writing.
Ability to interpret and apply building, housing, and fire codes.
Ability to establish and maintain effective working relationships.
Ability to establish and maintain records and data bases.
Minimum Qualifications
High school education or equivalent with thorough knowledge of state and
local building codes and completion of Class I Building Code or Housing
Inspection Certificate.
Preferred Qualifications
One year of experience as a building or housing inspector.
