As directed by the City Council at last Monday evening's public hearing regarding Orono
Lake 3rd Addition, we have prepared the attached resolution which authorizes the
preparation of plans and specifications. As you are aware, this project was City initiated;
therefore, this resolution requires a 4/5 City Council vote to be adopted. According to
the project schedule contained within the feasibility study, we would anticipate the plans
being done by early November, allowing time for bidding and holding the assessment
hearing sometime in early 1997, such that construction could begin in the Spring of 1997.
If you have any questions regarding this information, I will be in attendance at your
August 19, 1996, City Council meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ORDERING THE IMPROVEMENT AND
PREPARATION OF PLANS AND SPECIFICATIONS IN
THE MATTER OF THE ORONO LAKE 3RD ADDITION IMPROVEMENT
OF 1996
WHEREAS
a public hearing relating to the Orono Lake 3rd Addition improvement was held
before the Elk River City Council after ten days mailed notice and two weeks
published notice of the hearing was given; and
the City Council has duly considered the Feasibility Report and those matters
presented at the public hearing by those persons desiring to be heard on the matter;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
The Orono Lake 3rd Addition improvement is hereby ordered as recommended in the
Feasibility Report dated June 24, 1996.
MSA, Consulting Engineers is hereby designated as Project Engineer for this improvement.
The Project Engineer is directed to prepare plans and specifications for the making of the
improvement and the solicitation of competitive bids.
Passed and adopted this 19th day of August, 1996.
