When the preliminary plat for Country Crossing 3rd Addition was brought before the City
Council, one of the conditions was that Joplin Street from County Road 30 to Riverview
Drive be upgraded and the plat pay for 50% of the improvement. August 19th, the final
plat of Country Crossing 3rd Addition is scheduled to be before the City Council for final
approval. We anticipate that the Developer will proceed with improvements yet this fall
and hope to have buildable lots on the market in 1996. Obviously, all the improvements
within the plat could not be finished until 1997.
Anticipating this schedule, I would suggest that the City Council direct us to prepare plans
for the upgrade of Joplin Street so that this work could be accomplished in the spring of
1997 at about the same time that the internal plat improvements are being completed. I
would anticipate that the improvement of Joplin Street could be packaged with Lowell
Avenue and Jarvis Street/156th Avenue for bidding purposes in the spring of 1997. I
have prepared the attached resolution for the City Council's consideration that would
initiate the preparation of plans and specifications for this portion of Joplin Street.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ORDERING THE PREPARATION OF
PLANS AND SPECIFICATIONS IN THE MATTER OF THE
JOPLIN STREET IMPROVEMENT OF 1996
WHEREAS the Final Plat has been approved for Country Crossing 3rd Addition and it is
anticipated the Developer will proceed with the improvements in 1996; and
WHEREAS the plat accesses onto Joplin Street between Mississippi Road and Riverview Drive;
and
WHEREAS this section of Joplin Street is in disrepair and needs to be upgraded to support the
anticipated increase in traffic volume;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
MSA, Consulting Engineers is hereby designated as Project Engineer for this
improvement. The Project Engineer is directed to prepare plans and specifications for the
making of the improvement and the solicitation of competitive bids.
