Background/Discussion
At the April 29, 2009, Board of Appeal and Equalization meeting, there were several properties that the
Board directed the County Assessor to review. County Assessor Gerald Kritzeck and his staff will be
present at the May 11 reconvene meeting of the Board of Appeal and Equalization to review and update
the Board on those properties. Attached is a summary of the appeal and action taken by the Board at the
Apri129 meeting

Properties continued to reconvene meeting of Board of Appeal and
Equalization on Mad/ 1 I, 2009:
1. Scott Waters, Parcel Identification Number 75-690-0102
Mr. Waters stated that his house is assessed at $360,600 and his neighbor has an identical house
assessed at $320, 200. He requested that his assessed value be reduced to $320,200.
Mr. Olson indicated that the neighbor called for a reassessment and the quality grade was lowered.
Mr. Olson noted there is a significant difference in valuations for basement finishes listed.

2. Dan Smith, Parcel Identification Number 75-577-0105 (Perkins)
Mr. Smith explained that he owns three Perkins and he believes the one in Elk River may be valued
high. He indicated that the three buildings are very similar in construction and that the building
quality on the Elk River location is listed as very good while the other two are listed as average. He
also expressed concern with the land being valued high.
Mr. Riley stated he would like to reassess the building and land value of this parcel.

3. Eric Gunderson, Parcel Identification Number 75-673-0410
Mr. Gunderson purchased the home last July and had to replace all the appliances and flooring
because the house had not been winterized properly.
Mr. Olson indicated he was not aware the home was damaged.

4. Sharon Miller, Parcel Identification Number 75-124-3401
Ms. Miller stated her estimated market value increased from $591,700 to $773,000 from last year. She
estimated that she has nine tillable acres and the rest is wetland. She noted that a portion of her land
is used by her neighbor to pasture his cows.
Ms. Henderson indicated that the entire parcel is green acres as it is grandfathered in. She explained
that in 2008 the land breakdown was 9 tillable acres, 2.5 pasture, road .75, waste 60.75 and two sites.
She explained that for 2009 the breakdown is 43.5 tillable, 11.75 pasture, 17 waste, road .75, and two
sites. She noted that Ms. Miller did not return the agricultural verification form that was given to her
so estimated. She stated that she will need a copy of a rental agreement between Ms. Miller and her
neighbor.

5. Jim Sletten, Parcel Identification Number 75-456-0340
Mr. Sletten presented an appraisal from December for $165,000. He explained that the appraisal lists
the basement as concrete but it should be wood which would lower the appraisal if corrected. He
noted that the building quality of his home is low.
Mr. Olson reviewed comparables. He noted that a 3% depreciation on the home has already been
taken.
