On April. 23`h, Commissioner Dietz and management met with Rod Kelsey from Riley, Dettmann
& Kelsey to review acid finalize the Job Evaluation Summary. This summary is currently being
used to review the salary range structure. An update will be provided in the near future.
The distribution interconnection agreement between Connexus and ERMU for the Waco
Substation has been sign by ERMU and is waiting to be formally executed by Connexus. Elk
River Municipal Utilities has similar distribution interconnection agreements with Connexus for
the North Substation and Substation 14 -Bank 4. At the Waco Substation, Connexus is
requesting to take a feeder out to be used only as an emergency backup.
Due to multiple reasons, one of our Lead Lineworkers (who has been with ERMU for almost 10
years) has decided to pursue employment opportunities elsewhere. It is always good financial
business practice to retain rather that to hire/retrain and the Utilities strives to promote a positive
work environment to retain experience and skill. However, turn-over is an unfortunate and
inevitable aspect of business. In this industry, experienced lineworkers are in short supply and
there are looming retirements to also be addressed making employee retention even more
important. An ad has been placed in the Star News for an opening for an Apprentice
Lineworker, the lineworker schools have been contacted, and an ad will run through MMUA's
website. Depending on print deadlines, a print ad may also be placed in MMUA's Resource
publication. If ERMU hires somebody coming out of one of the lineworker schools, the new-
hire would need to complete the apprentice lineworker program and would not be able to be on-
call or do hot-work for the first year of employment. If an experienced lineworker is hired, this
process may be expedited depending on type of experience and training. The tentative hire date
would be June lst, but this may be postponed depending upon the number of responses.

This has been the month of reports. There are three reports that have to be filed with the
EIA (US Department of Energy Information Administration), one due this month and two
due next month. Some of the information these reports are furnishing is kwh purchased
and sold, information on our engines with their fuel consumption and performance over
the year, donated electricity, wind power purchased and sold, radio read metering
customers by class, and line loss. There is a state report to file that has similar
information. Reports are also due to MISO (Midwest Independent System Operator) for
the transmission rights we are registering with them. Last year was the first year we did
this and we should be receiving our first payment from that reporting later this year. (I am
still waiting on a final number of what that payment will be.)
As the cold weather rule time period came to a close on April 15th, we did not have too
many people that had to be shut off. There were a lot more payment arrangements put in
place and Tri-Cap seemed to have more funding available this year. As of this writing,
there are only a couple occupied properties that are still off because of inability to pay. If
people do not follow through with their payment arrangements there could be more in
May.
I will be attending two APPA courses on rate design and structure, along with Troy
Adams, the week of May 4-8 in Minneapolis. These classes are offered on an annual
basis but at various cities throughout the country. While it is this close, we wanted to
take advantage of it and attend.

4. The City is in the process of a feasibility study for Morton Avenue /Norfolk Avenue
improvement project. ERMU is looking at approximately $2000-$3000 for hydrant
replacement and other upgrades.
Well #9 Project /Revolving Loan Application update: ERMU's application received five
points, enough to qualify for the low interest loan. However, in discussions with the MN
Department of Health staff it is clear that ERMU's project is not far enough advanced to
receive any stimulus grant. MDH's staff indicated in a phone conversation with Terry
Maurer that there were more than enough projects already developed to use all the
Federal stimulus money. Given that our project is relatively small I would recommend
that we not pursue the loan and plan to budget for this project in a future year. Well #9,
although unfavorable, can still be used with its high iron and manganese as long as we
blend the water with the rest of our water system.

1. The new 3-phase service at Aggregate Industries has been completed.
2. Changed out the life safety service transformer at United Health Group. We had placed a
larger transformer here for their temporary service.
3. Cleaned up oil spill at Dolphin Car Wash where a transformer was damaged this winter.
We also had a spill at 607 Jefferson Lane from a bad elbow. The contaminated soil will
hopefully get disposed of at SKB Environmental.
4. Commercial Asphalt moved their 3-phase transformer and added a generator to get on
ERMU's dispersed generation / interruptible load program.
5. Finished up tree trimming until this fall.
6. Started the 193rd road project.
7. Replaced five secondaries that had gone bad over the winter.
8. Started putting in house services, six as of May l st
9. Working on getting the Gasboy installed. The Gasboy will monitor the fuel and
maintenance of the vehicles.
10. The new bucket truck was delivered on April 24tH
11. The change out of the overhead cutouts and fuses will be on hold until this winter. We
will start to change out the fuse pad mounts and fuses for the summer.
12. The Commission inquired on the status of the Vac-tron last month. It would cost
approximately $4000 to repair if it broke down. In the meantime we have replaced the
filters.
13. We have had problems with our 960 cable plow in the past and now the City mechanics
are fixing a problem in the rear end.

The following is a summary of projects and/or updates over the past several weeks:
1. We have been using the. infrared camera on our system as time permits.
2. We have been making changes in the map books as the crews find errors and
when some- thing changes in the field.
We performed web deflections on the generators this month. Everything is within
the normal limits. We did our monthly exercise of the generators and they all ran
just fine.
4. The Security System Department had 3 new installations for the month of April.
Rick made 13 service calls, 7 system sales, 7 systems quotes, seven personal visits
and 35 phone contacts. All of this and he still had time for back surgery and a
week and a half off for recovery.
Rick and I attended a presentation on Videofied put on by RSI at Wright
Hennepin Electric headquarters. It is a totally wireless camera surveillance
system. I have included some literature about their system. It would be something
that we could offer to our customers in the future.
6. The Metering Department has been changing out meters to the ERTs.
We are monitoring West Substation Bank 1 for power factor since the Line
Department took to capacitor banks off-line.
8. Locate tickets are coming in regularly.

mass marketing difficult or impossible and many price sensitive applications requiring
totally wireless video are unserved. In addition, cameras still do not look around corners
or through buildings which makes "total coverage" of some sites difficult.
EV~vT-BASED VID.EO.FIED: Affordable and Portable
Commercial intrusion alarm technology evolved :from wired systems to wireless in the
1980s with the appearance o.f a new generation ofcost-effective wireless sensors from
several suppliers. Next, transmitting alarms from the security panel to the monitoring
station went wireless using proprietary narrow band radio, analog cell phone and finally
the inexpensive digital GPRS cell network. Yet the typical wireless intnision alarm is
still connected to A/C power and doesn't work in many totally wireless applications.
Video has been "surveillance-centric" by providing remote real time viewing from
continuously recording cameras. Commercial manufactures created video security
systems by integrating video with .intrusion alarm panels and other sensors. These
systems are not wireless and nrn on A!C power. Videofied separated "surveillance" from
a video intrusion alarm to create a new cost-effective wireless video solution. The
product won `Best in Show" award for new product innovation. by the Security Industry
Association at the ISC West in Las Vegas 2007. The system is optimized for video
security instead of surveillance -the camera is only on during au alarm. Videofied is
self-powered and hansmits alarm events and the video of what caused them aver the
standard GPRS cell network. The innovation is not so much what the system does but
the price at which it does it - a technology inflection point. Videofied made video
security portable and affordable. Videofied dramatically reduced equipment costs while
eliminating most of the complexity/cost of integratiorv'installation. The cost-effective
concept is designed around the wireless P-Cam, a digital camera integrated with passive
infrared (PIR) motion sensor complete with an internal battery-pack The motion sensor
acts as a reliable analytic (with much greater accuracy than camera-based pixel change
systems) for the digital camera -the camera only sends videos of what caused the alarm.
The P-Cam also includes infrared illuminators for tare night vision.
In ideal conditions the batteries on the panel and P-Cams will last 4 years and eliminate
the need for generators or solar panels. The P-Cam conserves power by keeping the
camera off until an intruder trips the motion sensor. When an intruder is detected, the
camera takes a 10 second video and compresses fhe video to a small 200K MPEG file.
This file is encrypted and sent by radio transceiver to the security panel which is powered
by 2 sets of batteries (one used as a backrip). The range between the camera and panel is
up to 2,000 feet line of sight. The control panel sends the alarm and video to the
monitoring station over the GPRS cell network -the operator sees the alarm and the
video of what caused it. During the alarm, the monitoring operator can request real-time
images from the P-Cams -but this is much different from surveillance where cameras are
always filming/recording and accessible for remote viewing. Videofied can manage up
to 24 P-Cams. The current camera is not intended to get wet and operates down to 32 F.
The new weatherproof P-Cam will operate down to -20 F, ideal for securing site
perimeters and outdoor assets.
