MONDAY, MARCH 16, 2009

and Staul

Call Meeting To Order
Pursuant to due call and notice thereof, the joint meeting was called to order at 5:30 p.m. by
the Council, the Economic Development Authority (EDA), and the Planning Commission.
2. 171st Avenue Focused Area Study
• Hoisington Koegler Group, Inc. (HKGI) prepared a summary of the findings gathered from
the panel discussion held on March 4, 2009, from a broad area of expertise. Observations
obtained from the open house held March 4 were also discussed. A group discussion of all
commissioner and staff members present was facilitated to determine the direction to lead
the City in choosing a preferred plan, and refuting that plan over the next few months.
Handouts were disbursed and discussed during the meeting and can be reviewed as part of
the packet material.
Project objectives were discussed and the focus was on finding and establishing along-term
vision for study area that will encourage:
• Practical and achievable development
Optimum community value
1. tax value
2. community image
3. economic and environmental sustainability
4. leverage benefits of the commuter rail station
Appropriate public infrastructure improvements
Identify ways to better link study area with broader community.
Suggest how the study area can distinguish itself as a prime development district through
things such as
• • design criteria,
• innovative energy initiatives

• transit-oriented development •
• low-impact development
Core Assumptions
Major transportation improvement will be a primary development tripper:
^ Northstar Commuter Rail station: 2009
^ 101/169 interchange reconstruction: likely more than 10 years out
^ 10/169 reconstruction to alimited-access freeway; likely more than 15
years out
Twin Lakes Parkway will be extended to become asub-regional collector for improved
access for east Elk River.
Land uses will become more intensive over time.
Future Highway 10 access to study area will be father south than 171St Avenue intersection
due to MnDOT spacing requirements.
Study area is in development competition with other districts in and outside of Elk River.
Existing transmission lines and gas main are likely fixed.
It was decided that Jeremy Barnhart and Terry Maurer would meet with MnDOT officials
prior to the next meeting to review future interchange locations and gather input from
MnDOT on general location, future timeframe and potential funding sources for the future
interchange.
Development District Lands •
The lands most likely to develop or redevelop in this area were discussed and it was
determined the following land would be zoned the following:
^ Northstar Business Park
^ Mixed use around the area of 171St and 173ra
^ Northern triangle between Highway 10 and the railroad tracks
^ Discussion occurred on the areas identified as residential and their relation to the
proximity to the railroad tracks.
The Council, the EDA, and the Planning Commissions concurred with the concepts
presented and to move forward with the next planning steps.
3. Adjournment
There being no further business, Mayor Klinzing adjourned the joint meeting of the Elk
River City Council at 7:30 p.m.
