Proposed Senior Housing Project
at the NW Corner of Highland and
Jackson Avenue
Last Thursday a neighborhood meeting was held to discuss the issues
relating to the proposed 56 unit townhouse project and 11 single family lots.
The neighborhood meeting presented an opportunity for the developer and
residents to express their concerns with the project and explore what
modifications could be made to the plan.
The following is a summary of the issues and possible solutions that will be
explored by the developer and presented before the City Council Monday
night.
1. Issue
Density of single-family homes along 193rd.
Solution
Remove one of the lots and provide a minimum of 90 feet of frontage
for each of the lots along 193rd.
2. Issue
Avoid impact on property values in the area.
Solution
Developer include a deed restriction on each of the lots along 193rd to
require a minimum $130,000 home be constructed.
3. Issue
Protecting the trees and natural ridge along the SW portion of the
property.

Solution
Modify the plan to move the units to protect the majority of the ridge,
however, look at removing the trees and grade along Highland where
the trees are already dead.
Issue
Access from Highland Road.
Solution
The developer will review concepts showing an access point from the
project onto Jackson that will align with Freeport Avenue. Also,
explore what possibilities exist to improve the access onto Highland if
that turns out to be a point of access.

Issue
Land uses within the PUD.
Solution
The developer will develop concepts that incorporate a small amount of
commercial along Jackson and limit the type of commercial to be
compatible with the surrounding area. *This concept will have the
potential to create a significant traffic concern at the intersection of
Freeport and Highland and the entrance to this project. Also the types
of uses that would be developed at this location will need to be closely
reviewed.
Conclusion
The developer is expected to present to the City Council Monday night
concept plans that take into consideration the issues that were discussed at
Thursday's neighborhood meeting. There will not be a plan available nor has
.staff reviewed a plan to have any recommendation available for the council,
however, the meeting Monday night will provide the opportunity to review
the concepts prepared by the developer and put him in the direction of
refining those concepts for council consideration.
