This is to inform the City Council that Sgt. Jeff Mordal has
successfully obtained Safe & Sober funds for 1996-1997. This is
our third year as participants in this very beneficial program.
Sgt. Mordal put together an excellent grant that impressed the
State of Minnesota. In fact, the State had more requests and fewer
dollars, however, they granted our total request.
Enclosed with this memo is a resolution that needs to be adopted by
the City Council to obtain the grant.

I am delighted to inform you that the Elk RiverPolice Department's application for a 1997 Safe
& Sober grant has been tentatively accepted. If you wrote the application, give yourself a pat on
the back; if someone else did the work, please pass on the kudos. As expected, we received
requests for nearly double the money we had available; you have a definite right to be proud of
your work.
The coordinator within the Office of Traffic Safety who will be working with you is Susie
Palmer. I will be calling soon to set up a meeting time with you and to discuss any changes in
your work plan or budget that will be necessary. For your records, my telephone number is
(612) 296-8512. We have temporarily set aside $31,000.00 for your Safe & Sober project.

RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT
Be it resolved that the Elk River Police Department enter into a grant
agreement with the Minnesota Department of Public Safety, Office of
Traffic Safety for the project entitled SAFE & SOBER COMMUNITIES
during the period from October 1, 1996 through September 30, 1997.
Tom Zerwas, Chief of Elk River Police Department is hereby authorized
to execute such agreements as are necessary to implement the project on
behalf of the Elk River Police Department.
