Staff recommends that the City Council postpone action on the Plan until the decision is made on the interchange grant, expected July, 2009. The land use plan and the appropriate transportation study could be completed once the grant decision has been made. 2. Staff also recommends the City Council direct staff to conceptually create specific land uses (permitted and conditional uses) for each of the sub areas to help address the concerns of the property owners. Background/Discussion At the May 18, 2009 City Council meeting, staff was directed to generate options to include the west side of Highway 10 into the 1715` Focused Area Study. Issues raised by property owners in the area were based on their concern that their access off of Highway 10 would be eliminated. To fully address the concerns raised by the property owners, several plans need to be completed as next steps, all hinging on location and design of the interchange as a large variable. If the City is awarded the grant, the geometric study needs to be completed. This will help determine the feasibility and cost, including access costs to the property owners. The City could then evaluate the costs and benefits of the interchange using more detailed information. If the City is not awarded the grant, the City should focus its efforts on the development of an additional signalized intersection, likely in the location of the eventual interchange, to develop the traffic patterns that will be beneficial to the area businesses. The patterns would be retained when the interchange is built. It is recommended that the City wait until the decision is made on the interchange grant, expected July, 2009. Once that decision is made, the City could complete the land use plan and the appropriate transportation study. Financial Impact None.
