Action Requested
Mayor and Council adoption of attached resolution approving premises permit for the Elk River Youth
Hockey Association to allow charitable gambling on the premises of Time Out Sports Bar and Restaurant
located at 19232 Evans Avenue.
Background/Discussion
An amendment to the gambling ordinance was recently passed which allows an organization up to two
premises permits for lawful gambling operations in the City. The Elk River Youth Hockey Association
currently has a premises permit for McCoy's Pub. The Association has requested an additional premises
permit to conduct charitable gambling at Time Out Sports Bar and Restaurant located at 19232 Evans
Avenue.

RESOLUTION 09-
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING PREMISES PERMIT FOR THE ELK RIVER
YOUTH HOCKEY ASSOCIATION
WHEREAS, the Elk River Youth Hockey Association has made application to the State
Gambling Control Board for a Premises Permit; and
WHEREAS, the Premises Permit will allow charitable gambling on the premises of the
Time Out Sports Bar and Restaurant located at 19232 Evans Avenue; and
WHEREAS, The Elk River City Code of Ordinances was recently amended to allow up to
two premises permits per organization for lawful gambling operations in the
City.
NOW, THEREFORE, BE IT RESOLVED by the Ciry Council of the Ciry of Elk River,
Minnesota that a Premises Permit for the Elk River Youth Hockey
Association be granted to allow charitable gambling operations at the Time
Out Sports Bar and Restaurant, 19232 Evans Avenue.
Passed and adopted by the City Council of the Ciry of Elk River this 15L day of June, 2009.
