Pursuant to due call and notice thereof, the meeting of the Elk River City Council
Board of Canvass was called to order at 5:20 p.m. by Mayor Duitsman.
Consider Council Aqenda
The City Administrator added item 3.5 - Ice Arena Utilities.
COUNCIl. MEMBER FARBER MOVED TO APPROVE THE 9/11/96 COUNCIL AGENDA
AS AMENDED. COUNCILMEMBER SCHEEL SECONDED THE MOTION. THE MOTION
CARRIED 3-0.
Canvass Municipal Primary Election Results
The Council reviewed the summary statements which provided the election
results for the municipal primary election for Ward Two Council Member. The
results are as follows:

Cecilia Scheel 77
Daryl A. Thompson 175
Under Votes 53
Over Votes 2

COUNCILMEMBER SCHE'EL MOVED TO ADOPT RESOLUTION 96-82, A RESOLUTION
CANVASSING THE SEPTEMBER 10, 1996, MUNICIPAL ELECTION RESULTS FOR WARD
TWO COUNCIL MEMBER. COUNClLMEMBER FARBER SECONDED THE MOTION. THE
MOTION CARRIED 3-0.
Other Business
Ice Arena Utilities Update - The City Administrator updated the City Council on
the status of the city's efforts to have the utilities from the ice arena project
connected into the cd-de-sac on Lowell Street. The route through Lot 5 and the
cost of this easement from the property owner, the route behind Lot 6 and along
the east side of Lot 6 through the existing easement, and the cost of the
temporary solution for using the school's existing facility were reviewed. The City
Council directed the administrator to proceed with the best overall solution
when considering both the expenses for the construction and the most
appropriate alignment for the utilities.
COUNCILMEMBER FARBER MOVED TO AUTHORIZE THE CITY ADMINISTRATOR TO
PURSUE THE BEST SOLUTION FOR THE UTILITY CONNECTION WHEN CONSIDERING
BOTH THE COST OF THE PROJECT AND THE ALIGNMENT. MAYOR DUITSMAN
SECONDED THE MOTION. THE MOTION CARRIED 3-0.
4. Adjournment
There being no further business, COUNCILMEMBER FARBER MOVED TO ADJOURN
THE MEETING. COUNClLMEMBER SCHEEL SECONDED THE MOTION. THE MOTION
CARRIED 3-0.
The meeting of the Elk River City Council Board of Canvass was adjourned at
5:35 p.m.
