Year to date, electric usage is up 9.68%. Comparing a rolling year block to a previous year
block, electric usage is up 6.28%. Year to date, water usage is up 2.38%. Comparing a rolling
year block to a previous year block, water usage is down 1.29%.
On May 20`~ Commissioner Dietz, Utility staff, and City staff met to review a salary range
structure proposed by the City based on the Job Evaluation Study previously conducted by Rod
Kelsey from Riley, Dettmann & Kelsey. This proposed salary range structure includes the salary
ranges for the new positions of Director of Operations and Technical Services Superintendent
that were to be review 60 days after being implemented April 1'`. This proposed salary range
structure is currently being "benchmarked" and will be prepared for review and consideration of
the Commission in the near future.
Many applicants sent resumes for the apprentice lineperson opening. Interviewing has finished
and an offer for employment has been extended to one of the applicants. Pending background
check, drug test, and physical, the start date for the apprentice lineperson could be as soon as
June 15`h

I attended (along with Troy Adams) an APPA presented seminar on Rates last month and
found it to be very timely, and very beneficial. It involved the whole gamut of rates,
from the rate studies, which we would contract out for, to the implementation of the rates.
I found it particularly valuable to gain a better understanding of the process and the
numbers worked with in the rate study piece. I appreciate the opportunity to attend these
seminars APPA offers.
In October, this commission passed the policy regarding Red Flag Rules and Identity
Theft, per the FTC mandates. May 1, 2009 was the implementation date for these
policies. A message was put on the May bills and a letter will be accompanying the June
bills (attached) to better explain and help the customers understand this mandate. It is for
their protection, but somehow when people start asking for social security numbers these
days, it is generally not a comforting request.
Our insurance renewal date for General Liability Insurance is July 1 and so I have been
working with Mary Eberley from First National Insurance on our renewal information.

Municipal Utilities
Effective May 1, 2009 Elk River Municipal Utilities is required to collect and verify specific
identifying information from our customers. This is a result of the Federal Trade Commission
(FTC) regulations called "Red Flag Rules". Due to these regulations, we will need to have
identifying information on every person who should have access to information on the account.
These regulations were put in place to protect you, the customer, from having accounts set up in
your name without your authorization, or attempts to obtain information about you without your
authorization. Requiring your social security number on file (or a special password) helps us be
sure that we are providing your information to only you, or those you authorize. Once we have
your number, we won't ask for your full social security number when you call in, only the last
four numbers. If information provided doesn't match, we will not be able to provide any
information.
If we do not already have your social security number (or a special password) on file, we will
need to collect that and then have it verified when you are calling in. If only one person is listed
on the account, but others should be authorized, the person listed will have to call in and
authorize the additional person(s) (spouse, child, etc.) to receive information. We will also have
to collect identifying information on the additional person(s) being added to the account.
To help with the facilitation of collecting and updating this information, you may complete the
attached sheet and return it to our office for updating on your account. If you would rather call us
and provide the information over the phone, we would be happy to assist you in that way also.
Please be aware that if you do not provide us the information in the mail, or do not specifically
call in to provide it, we will have to collect the information from you when you call in for a
different reason and will not be able to proceed with providing any account information unless we
have the required identifying information. Remember, this is an FTC regulation to protect you.

Attached are the customer qualification & application documents for the SMART
Irrigation Rebate. To qualify for a SMART Irrigation Rebate the customer must follow
proper guidelines and procedures to be approved for rebate reimbursement. The site must
be audited by an Irrigation Association certified person and have changes made if
necessary to fulfill a "good" irrigation system level of efficiency. The customers'
purchase of the SMART controllers must be of heightened technological standards to be
sure effective water conservation will occur. Specifications such as cycle & soak, data
link weather station, and zone soil calculation will be mandatory.
1) 500+ Unit Water Use Property Rebate Qualifications & Terms
a) Use more than 500 units of water (summer use average, from May to September)

SMART Irrigation Rebate
Elk River Municipal Utilities would like to introduce you to our newly integrated SMART Irrigation
Rebate Program. This program was approved in May of 2009. All properties that take advantage of this
rebate will qualify for $500 in water credit if their average summer water use history is more than 500
units. Customers that use less than 500 units of water will qualify to receive $250 in water credit. In order
to obtain your rebate, please be sure to follow ALL guidelines.
I. SMART CONTROLLER (Must meet all criteria)

b. Soak & Cycle option included
c. Linked local weather via Internet, weather station, or an ET water server (WeatherTRAK
ET etc... )
d. Installed & programmed by certified Irrigation Technician

auditor
b. Sprinkler heads must be checked & corrected, if needed, for optimal water savings by a
certified irrigation technician

3. SMART IRRIGATION REBATE APPLICATION

Upon approval of your SMART irrigation upgrade, your rebate will be either $250 or $500 in water credit
depending on your water use history. The credit will be disbursed with $50.00 per irrigation month, for 10
(ten) months for the 500+ rebate, or $25.00 per irrigation month, for 10 months for those with a history of
less than 500 units. The rebate program will typically take a course of 2 (two) years for the entire credit to
be returned to the user. The normal irrigation season consists of approximately 5 (five) watering months

The following is a summary of projects and/or updates over the past several weeks:
1. Hooked up the permanent service for the church on County Road 39. They still have
their temporary service hooked up. When the church went in last fall we had some
underground to complete which has been done.
2. Installed and made up as much as we could on Twin Lakes Estates 2"d. We will
complete when the contractor gets the rest of their dirt work done.
3. Work at the Minnesota School of Business has been completed.
4. We have started placing wire in on County Road 1.
5. Upgraded a 3-phase service for Aggregate Industries.
6. Working on changing out fuse pads and fuses.
7. Working on changing out a few of our 3-phase junction boxes that are rusting out.
8. Continued working on 193~d road job.
9. Installed two new services in May.
10. Had Vermeer and Ditch Witch bring out a machine to use when our 960 Case was being
repaired.

The following is a summary of projects and/or updates over the past several weeks:
1. Mapbooks continue to be updated daily as crews add or change something in
them.
2. The Locating Department has been receiving an average of 25 tickets per day.
Some of them are meets which require several trips back to the same area as
needed to mark utilities.
3. The Metering Department continues with weekly and monthly substation checks,
changing out meters to the radio read meters, and doing the monthly power bill.
4. The Security Systems Department had a total of 53 phone contacts, 15 personal
visits, 15 systems quoted, 14 sales, 14 installs, and 14 service calls for the month
of May.
5. We performed the Urge tests on the generators Last month and they all performed
better than last year.

Why did the employee choose to attend?:
This was a timely offering and fortunate location for this class. The location of APPA
classes vary from year to year. It was convenient and significantly less expensive being
able to attend this class at a local venue. The class covers the broad topic of utility rates
and rate design and how to fairly and equitably assess the true cost of service when
designing those rates. Rates are and will continue to be a politically sensitive yet
inevitable component to the utility industry. This class provides valuable training to
assist in rate design as well as short term and long term planning for the Utilities.
What information was learned by attending?:
Many concepts of and aspects to rates and rate design were discussed with a diverse
group of utility professionals. This provided an environment for great discussion on real
world challenges. The underlying theme to the class was that of "cost of service". This
is the concept of charging the customers appropriately for their contribution to
operational cost so that no one rate class is subsidizing another. To reach a perfect state
of "cost of service" rate design can be both financially and politically challenging. Tp
illustrate that point, as part of the class we conducted a mock rate hearing. This exercise
took the class through the process from rate design through commission approval. This
was a valuable learning experience.
