Agenda Section Meeting Date Prepared by Consent une 15, 2009 Chris Leeseber ,Park Planner Item Description Reviewed by Request by Wal-Mart for General Planning Permit for erem Barnhart, Plannin Mana er Temporary Garden Center and Temporary Trailer Storage, Case Reviewed by No. GP 09-06 Action Requested Staff recommends approval of the General Planning Permit request for a temporary green house and temporary storage trailers in the parking lot of Wal-mart, as indicated on the plans, with the following conditions: 1. No electrical services shall be across any drive or walking surface. 2. If traffic becomes a problem around the temporary site, the sales area shall be delineated with a barrier to restrict traffic. 3. The greenhouse/garden center shall be maintained free of debris and kept in an orderly condition. 4. The location of the greenhouse is consistent with the submitted site plan. 5. The greenhouse and display area be removed within one week of the end of the sales period and the site be returned to its previous condition. 6. The temporary storage trailers shall be removed by August 1, 2009. Background/Discussion Wal-mart store at 18185 Zane Avenue is requesting a temporary greenhouse from Apri120 to August 1, 2009. The greenhouse will be located in the same location as previous years, which was in the parking lot in front of the enclosed garden center. There were no known issues last year. The applicant is also asking for approval to have up to six storage trailers for temporary storage during their internal remodeling. The trailers would be on site until August 1, 2009. At the site plan review meeting, staff had no issue with the proposal. The reason for the delay in this request is that staff had to wait for the next available site plan review meeting to review the storage trailer request portion which was new to Wal-mart's request. It did not appear on the May 18, 2009 City Council meeting because it was overlooked to be added to that agenda. We are looking at setting our parking lot for the garden season the week of April 20th and remain on the lot until the mid to late part of July. We will be taking up approx. 66 parking spaces directly outside the garden center doors. We also would like to submit for approval the need to have additional storage trailers on the north side of our parking lot behind the store. We would be looking at a time frame of May 1st until July 31st. We will be looking at maybe 4-6 for additional storage during our store re-model this year. These trailers would not take up any additional parking spaces and would be in the corner of the lot behind our Tire and Lube Department.
