Council motion approving a special event permit to Elk River Arts Alliance for the ArtSoup event
scheduled on June 20, 2009 with the following conditions:
1. Certificate of insurance shall be filed with the City.
2. Notice of the event shall be given to area businesses and residents.
3. Improvements ordered by the fire marshal to the 720 Main Street facility shall be completed with
costs paid by the Arts Alliance.
4. Costs for utility use at 716 Main Street facility shall be paid by ArtSoup.
5. Tents must meet applicable state and fire building code requirements. No stakes shall be pounded
into the pavement. Stakeless tents shall be used.
6. Tent in King Avenue parking lot must be removed by noon on Monday, June 22.
7. Police reserves will be provided from 8:00 a.m. to 10:00 p.m. on June 20.
8. Applicant shall provide portable toilet facilities through private contractor. Facilities shall be
installed in the King Avenue parking lot.
9. Applicant shall provide garbage services through private contractor.
10. Permission must be obtained from First National Bank for use of their parking lot.
Background/Discussion
David Raymond, representing the Arts Alliance, is requesting to host ArtSoup on June 20, 2009, in
downtown Elk River. Below is a synopsis of the request:
^ Jackson Avenue closed between Highway 10 and Main Street from 7:30 a.m. to 10:00 p.m.
^ Art sales booths and food vendors will be located on Jackson Avenue.
^ A portion of the King Avenue parking lot will be used fora 20 x 40 tent for art exhibits.
^ Utilizing 716 Main Street (Arts Alliance leased facility) and 720 Main Street (former O'Reilly
facility) for art exhibits.
^ Rivers Edge Commons Park used for performances throughout the day.
• Use of First National Bank parking lot.
Art and food vendor set up will begin at 8:00 a.m. Performances in the park will end by 9:30 p.m.
Vendors will take down tents around 8:00 p.m.

Geyer Signal will set up the signage and barriers for the Jackson Avenue closure early Saturday morning.
They will provide everything needed to meet Mn/DOT requirements. A Street Division employee will re-
open the street on Saturday evening after the ArtSoup event.
The Housing and Redevelopment Authority has authorized use of the 720 Main Street facility subject to
approval of the fire marshal and with reasonable costs for any improvements (such as blocking off stairs
for safety) paid by the Arts Alliance. The Parks and Recreation Commission approved the use of the
River Edge Commons Park for the performances.
Financial Impact
Signage and barrier costs will be split between the City and the Arts Alliance as the City will be using
them for crackfilling the following week.
