Authorization to review ordinance changes that may permit wind turbines in the I-1, I-2, and R-1a zoning
districts
Background/Discussion
Staff has been approached by a businesses owner desiring an ordinance amendment that would allow
wind turbines in the I-1 and I-2 zoning districts. Currently, the zoning ordinance allows wind turbines by
conditional use permit in the A-1 zoning district. In 2010, when the last Elk River's A-1 zoning district is
rezoned to R-1a, there will be no locations for wind turbines.
With authorization, staff will research ordinance amendments that could permit wind turbines in the
above listed zoning districts. Staff will research appropriateness of these features, and will suggest
conditions to minimize negative impacts. Potential negative impacts identified at the staff level include:
visual intrusiveness, height, noise, and shadow intrusion.
