Action Requested
The Elk River Fire Department is requesting City Council approval of the bid received by Clarey's Safety
Equipment, Inc. for the purchase of new SCBA (Self Contained Breathing Apparatus) equipment and
authorization to complete the purchase.
Background/Discussion
On March 14, 2008, the Elk River Fire Department applied for a FEMA grant through the Department
of Homeland Security and on December 26, 2008, the City of Elk River was awarded the grant through
the Assistance to Firefighters Grant Program to purchase and update our SCBA's. On May 2, 2009, the
City of Elk River advertised for bids for 23 units of new SCBA's with spare cylinders, 17 additional face
pieces and two complete Rapid Intervention Team Packs. The bids closed at 2:00 p.m. on May 19 and
one bid was received from Clarey's Safety Equipment Inc. totaling $119,999.00. On June 3, 2009 the Elk
River Fire Department SCBA Committee reviewed the bid and found it to be acceptable.
Financial Impact
In accordance with the FEMA grant the City of Elk River will be responsible for 10% of the total cost.
This cost is planned to be funded out of the Capital Outlay Reserve Fund.

the merits of the program and indicated that it is nat interested in implementing such a
program at this time.
4.3. Council Open Forum
Councilmember Morin provided an update on the Northstax Corridor meeting. He stated
that a station will be located in Fridley. He added that a feasibility study will be completed to
see whether a station will also be located in northeast lbfinneapolis. Councilmember Moon
stated he expressed concern at the NCDA meeting that the viability of the line for Elk River
may suffer if stops continue to be added.
1blayor Klinzing discussed the funding available for the Neighbarhood Stabilization Program.

7. Staff Utsdates
IvFs. Johnson infoxcned the Council that the Fire DepartrnenC has a practice burs of the
Woodland Trails house scheduled £or Thursday, weather permitting.
Ivls. Johnson informed the Council that staff has been worldng with Donna Schluesslex
regarding Great River Energy and the Wastewater Treatment Plant concerns she raised at a
previous meeting. Environmental Administrator Rebecca Haug has been working with the
Pollution Control Agency and ivls. Schluesslex on the issues.
l~Is. Johnson stated that the Green Acres legislation was discussed at the County's Truth in
Taxation hearing and the County has provided the City with a pettion for residents to sign.
The Council agreed to make the petition available to the public.
itils. Johnson stated that Senate and House Tax Committee hearings regarding Local
Government Aid (LGA) begin on Wednesday. She stated staff would be attending and the
Council should notify her if they are interested in attending.
1vls. Johnson informed the Council of two recent retirements: Milt Tuttle in the Srreec
Department and Kathy Anderson in the Police Department. She stated both would be
recognized at a future meeting. She further indicated that the Street DepartmenC position
would not be filled at this time and that the Police Department position is being evaluated
and staff will come back with a recommendarion at a future meeting.
Chief West indicated the Fire Department received a grant in the amount of $129,820 to
upgrade their SCBA equipment. The grant requires a city match of 10% or $12,982.
