1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Economic Development
Authority was called to order at 5:43 p.m. by President Dwyer.

There was no one present for open mike.
5. Review 2009 -- 2012 Economic Development Strate `c Plan
Ms. Mehelich presented the staff report and the draft Economic Development Strategic
Plan. She noted that a more detailed work plan will follow once the Strategic goals are agreed
upon.

President Dwyer suggested that the wording under II be changed to say "maintain list"
rather than "inventory ".

A1ehchch explained that the discussion centered around focusing on industrial given the
current market.
Discussion took place regarding a marketing message. It was noted that the discussion was
for the ci�T as a whole to have a marketing message and that it Would not be just the EDA
putting this together.
Commissioner Touchette explained that he would also like to see the Plan show continued
support for existing businesses. He would also like to see something added to the Plan that
outlines accountability to ensure the Plan remains on track.
Commissioner Dwyer stated that some of the items Cornrnissi.oners Touchette and Motin
discussed will be included in the work plan that will be forthcoming.
Ms. Mehelich indicated that the EDA's changes u7ill be incorporated into the Plan prior to
presenting it to the HR-A. She anticipated the Plan to be presented to EDA, HRA, and Cir

Council for final approval in June or July.
G. Review and Consider Recommendation on FAST StudIT
Air. Barnhart presented the staff report.
John Weicht, 13330 Island View Drive - indicated he has several concerns with the plan as
presented. He reviewed his proposal for a RV storage facility on one of the parcels. His
immediate concern is that this type of business would not be allowed under the plan. He
requested that wording be included that would allow 100% storage in a business park.
MOVED BY COMMISSIONER TVEITE AND SECONDED BY
COMMISSIONER TOUCHETTE TO RECOMMEND APPROVAL TO THE
CITY COUNCIL OF THE 171ST AVENUE FOCUSED AREA STUDY AS
DRAFTED INCLUDING AUTHORIZATION OF THE FOLLOWING ITEMS:
1. UPDATE THE CITY COMPREHENSIVE PLAN
2. UPDATE THE CITY ZONING AND SUBDIVISION ORDINANCES
3. UPDATE THE CITY TRANSPORTATION PLAN
4. PREPARE A LAND USE PLAN "ADDENDUM" FOR THE
PROPERTIES IMMEDIATELY WEST OF THE STUDY AREA., WEST
OF HIGHWAY 10. FOR STAFF TO REQUEST A PRICE QUOTE AND
RETURN BEFORE ADDITIONAL WORK.
5. PREPARE INTERIM ACCESS PLAN, AN ATTEMPT TO
CONSOLIDAI`E AT GRADE ACCESSES ALONG HIGHWAY 10 AT 171ST
AVENUE AND THE AREA NEAR 16 5TH AVENUE, TO DETERMINE
OBSTACLES AND OPPORTUNITIES.
