MEMORANDUM

Mayor and City Council
Sandra Thackeray, City Clerk
September 16, 1996
SUBJECT: Ordinance Amendment Authorizing an
Absentee Ballot Counting Board
The County Auditor has requested that the City consider adopting
an ordinance that would allow absentee ballots to be processed by a
county-wide absentee ballot counting board.
In the past, it has been the responsibility of the election judges of
each ward to process and count the absentee ballots for their ward.
Depending upon the number of absentee ballots, this process can be
very time consuming. The County Auditor has suggested that cities
and townships in Sherburne take advantage of the Minnesota
Statute 203B.13 which allows the County to appoint an absentee
ballot counting board to process the absentee ballots.
Staff recommends approval of the attached ordinance.
ACTION REQUESTED:
Council motion adopting the attached ordinance appointing the
Sherburne County Absentee Ballot Counting Board as the Elk River
election judges for the sole purpose of tallying absentee ballots in
Elk River.
