MEMORANDUM River FROM: DATE: Mayor and City Council Sandra Thackeray, City Clerk September 16, 1996 SUBJECT: Ordinance Amendment Authorizing an Absentee Ballot Counting Board The County Auditor has requested that the City consider adopting an ordinance that would allow absentee ballots to be processed by a county-wide absentee ballot counting board. In the past, it has been the responsibility of the election judges of each ward to process and count the absentee ballots for their ward. Depending upon the number of absentee ballots, this process can be very time consuming. The County Auditor has suggested that cities and townships in Sherburne take advantage of the Minnesota Statute 203B.13 which allows the County to appoint an absentee ballot counting board to process the absentee ballots. Staff recommends approval of the attached ordinance. Box 490 · Elk River, MN 55330 · (612) 441-7420 · Fax: (612) 441-7425 ORDINANCE 96- AN ORDINANCE AMENDING SECTION 300 OF THE CITY OF ELK RIVER CODE OF ORDINANCES RELATING TO ELECTIONS BY ADDING SECTION 300.02 TITLED "ABSENTEE BALLOT COUNTING BOARD" The City Council of the City of Elk River does hereby ordain as follows: Section 1. Section 300.00 of the City of Elk River Code of Ordinances is hereby amended by adding Section 300.02 titled "Absentee Ballot Counting Board." Section 300.02 shall read as follows: SECTION 300.02 - ABSENTEE BALLOT COUNTING BOARD 1. General Provisions: A. Title. This Ordinance from the date of its passage shall be known as the Absentee Ballot Counting Board Ordinance, Elk River, Minnesota. B. Purpose. The purpose of this Ordinance is to authorize the counting of all absentee ballots cast in Elk River by the county-wide Absentee Ballot Counting Board established by Sherburne County. C. Legal Authority. This Ordinance is enacted pursuant to Minnesota Statute 203B.13. 2. Authorization of County Auditor: A. The County Auditor is authorized to direct that all absentee ballots obtained by residents of Elk River be returned to the County Auditor for safe and secure storage until election day. B. The County Auditor shall deliver the absentee ballots directly to the Absentee Ballot Counting Board on election day. 3. Designation of Absentee Ballot Countinq Board: The Elk River City Council hereby appoints the Sherburne County Absentee Ballot Counting Board as the Elk River election judges for the sole purpose of tallying absentee ballots in Elk River.
