Approve the attached Resolution Designating Certifying Officers for the Neighborhood Stabilization
Program Environmental Review Record and/or Process.
Background/Discussion
Since the NSP program is federally funded, the HRA is required to comply with the requirements of
HUD's environmental regulations. All NSP recipients must conduct an environmental review before
MN Housing can release funds for the eligible properties to received NSP funds. Each NSP recipient
must identify an Environmental Certifying Officer who is responsible for signing legal documents and
notices for the environmental review. The Environmental Certifying Officer must be the person
responsible for the conduct of the HRA. For the HRA it would be the HRA Chair and Executive
Director in accordance with the HRA's Bylaws.

RESOLUTION 09-02
RESOLUTION DESIGNATING CERTIFYING OFFICERS FOR THE
NEIGHBORHOOD STABILIZATION PROGRAM (NSP) ENVIRONMENTAL
REVIEW RECORD AND/OR PROCESS
WHEREAS, the Neighborhood Stabilization Program (NSP) guidelines require the HRA
to complete an Environmental Review of the proposed target areas and program activities;
and
WHEREAS, HRA staff completed the NSP Environmental Review leading to a Finding of
No Significant Impact (FONSI) which has been submitted to MN Housing/U.S. HUD; and
WHEREAS, HRA staff and/or officials are required to sign off and certify the completion
of the Environmental Review Record and/or process.
NOW THEREFORE, BE IT RESOLVED by the HRA for the Ciry of Elk River,
Minnesota, that the HRA Chair and Executive Director are designated as the certifying
officers responsible for signing-off on the Environmental Review Record for the
Neighborhood Stabilization Program (NSP).
Adopted by the Housing and Redevelopment Authority this 6`h day of July, 2009.
