SUBJECT: Agenda Items 7.2. - 7.11.
The Monday, September 23, 1996, City Council meeting is set up for the
Council to receive updates on street and park activities from Street/Park
Superintendent Phil Hals. Numerous miscellaneous projects and activities
are listed on the agenda for updates from Phil and discussion by the Council.
Attached to this memo is some very brief background information on these
agenda items from Phil Hals. There will be more information on most of
these items distributed at the Council meeting.
If there are other street or park items that the Council would like to discuss
that require some research, please contact me prior to the Council meeting so
that staff can be prepared for these issues.

SUBJECT: Agenda Items 7.2. - 7.11.
Item 7.2. - The attached memo from 3/13/96 shows what has been done and
what remains to be constructed this fall. The pathways will be a primary
project for this fall.
Item 7.3. - Jeff Asfahl contacted one of the skateboarders on Wednesday,
September 18, 1996, at school and I spoke with two other that evening. As of
3:35 p.m. on Thursday, September 19, there are between 12 and 15
skateboarders in the Oak Knoll field parking lot. I will add any additional
information I have as a verbal update Monday evening.
Item 7.4. - MSA has done a grading plan for the first four softball fields,
roadway, and parking lot on the Cass property. The estimated dirt
quantities are such that if we grade Phase I (or the fields proper) and then
grade Phase II (or the roadway and parking lot) we will be able to accept
quotes in lieu of bids and start the process rather quickly. If the Council
concurs, I will solicit quotes for the dirt work and return for City Council
approval of the contractor on October 7, 1996.
Item 7.5. - The 1996 seal coat program was very successful, but due to some
quantity changes with the contractor, we postponed the seal coat on York
Street (McChesney Industrial Park), Victoria Lane, off County Road 32, and
193rd Avenue by SuperAmerica until next year. 170th Avenue and Yale
Street were pulled from the list because their condition is better suited for an
overlay.
Several of the seal coated streets will soon be paint striped to finish the
project.
Item 7.6. - The downtown parking lot has been seal coated and is in the final
stages of being paint striped. Terry Maurer is preparing a letter to officially
finalize the project.

Item 7.7. - Bauerly Brothers, Inc., is planning to start the overlay prep work
on September 23 with paving to start soon after. I would expect to see the
project completed within the next two weeks.
Item 7.8. - The 1996 overlay budget has gone for two contracted overlays,
225th from County Road 32 to Big Lake Township for $4,700, and the milling
and repaves of Main Street at Evans Avenue for $9,000. Some of our city laid
paver patches may be drawn from that fund. Paver patches have been laid in
Riverview Heights, Hobbit Hills, Deerfield 3, 193rd Avenue west of Proctor,
Baldwin and 3rd, and a number of small areas.
Item 7.9. - 217th Avenue east of County Road 1 has long been considered for
improvement, but the lack of sufficient right-of-way has limited our
improvements to just road grading. Once the city has acquired the right-of-
way, I would propose to regrade the road to a rural section with a 24 foot
wide top, shallow "V" bottom ditches, and a 6 inch thick Class 5 surface.
These improvements could be done with city staff and equipment with the
only out-of-pocket costs being the Class 5 aggregate which would be paid for
with maintenance funds and be completed this fall.
Item 7.10. - I will have project costs available for handout on Monday night.
Item 7.11. - I will have a quote available for the striping costs for Highland
Road at Monday's meeting. I think it makes sense to contract this type of
striping rather than doing it in-house.

SUBJECT: Lion's Park Maintenance Issues
In 1993 and 1994, City Street/Park staff mowed the Lion's Park an average of
18 times at an annual cost of $4,914; $1,890 for labor, and $3,024 for
equipment, calculated at $12.00 per hour, based on a mower cost of $24,000
depreciated over six years, plus fuel and repairs.
The other major contributions by the City for Lion's Park development not
counting the LAWCON Grant have been:
Ice rink development
Ice rink flooding
Soil corrections for basketball courts
Soil corrections for bandshell
Soil corrections for Lion's Shelter 5
The sliding hill has been constructed under City supervision by contractors
disposing of material from various projects without direct cost to the City.
Enclosed you will find two plans of Lion's Park. Plan number 1 shows areas
of the park that are too wet to mow, and areas that are wet but mowable.
Plan number 2 shows a proposed waterway system that we feel would
eliminate the water problem. The cost would be an estimated $2,000 for
dozer rental plus another $2,000 for culverts, grass seed, and geotextile
fabric.
