Background/Discussion As the City Council is aware, the city has received a SAFTEA-LU Grant for the paving of the Great Northern Trail north of CSAH 33. In addition, the Parks Department has received a Department of Natural Resources Grant to assist with the same project. Bids were opened on Thursday, July 9, 2009 for the improvement. There were a total of eight bids received, four of which were deemed to be incomplete because they did not include all of the required federal paperwork with the bid. None of the incomplete bids were lower than the two lowest complete bids. The following table lists the four complete bids and their total bid amount. A copy of the bid tabulation is attached. The low bid received from Rum River Contracting is approximately 17 percent under the engineer's estimate. MnDOT has already given their approval to the award of the bid to Rum River Contracting. Financial Impact The Federal SAFTEA-LU Grant was in the amount of $215,398; however, the federal dollars can only be used for construction at a rate of 80 percent federal - 20 percent local. The Minnesota Department of Natural Resources Grant was $70,000. This grant can be used for construction and overhead at a 50% city/50% DNR grant rate. An analysis of the low bid and the two grants results in a city contribution of $50,000 - $70,000 which will be funded by the Park Improvement fund. Attachments • Bid tabulation • Resolution Accepting Bid and Authorizing Execution of Contract Action Motion by Second by Vote Follow Up C:\Documents and Settings\jjohnson\Local Settings\Temporary Internet Files\OLK49\07 20 09 CC memo (3).doc RESOLUTION 09 - A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION ACCEPTING BID AND AUTHORIZING EXECUTION OF CONTRACT IN THE MATTER OF THE GREAT NORTHERN TRAIL PAVING IMPROVEMENT OF 2009 WHEREAS pursuant to a City Council direction, competitive bids were solicited and received for the Great Northern Trail Paving Project; and WHEREAS the City Council has considered the amount of the bids and the responsibility of the bidders and determined that Rum River Contracting Company is the lowest responsible bidder; NOW, THEREFORE, BE IT RESOLVED by the Ciry Council of the City of Elk River, Minnesota: 1. The Mayor and Ciry Administrator are authorized and directed to execute, on behalf of the City, such contract with Rum River Contracting Company, as is approved by the City Attorney, for the completion of the Great Northern Trail Paving Improvement according to the approved plans and specifications. 2. The City Administrator is authorized and directed to forthwith return to all bidders the deposits made with their bids upon execution of the contract specified above.
