Action Requested
The City Council is requested to approve the bid from Nu-Surface Company for sealcoating city
parking lots and from Caldwell Asphalt Company for sealcoating city streets.
Background/Discussion
Attached is an exhibit which shows the planned streets to be sealcoated in 2009. As you will note,
Woodland Trails Park and Babcock Park are included in the sealcoat. In addition, other parking
lots are City Hall/Public Safety, Westbound Liquor and the Senior Activity Center. These three
are not shown on the attached exhibit because they will be sealcoated with a coal tar emulsion not
using any aggregate to eliminate concerns regarding dragging the material into adjacent buildings.
The city received three bids for the street sealcoating. The following list provides the name of the
bidder and the amount of the bid.

Caldwell Asphalt Company has not done sealcoat work in the City of Elk River before. However,
we have received positive references from the City of St. Cloud and Wright County.
The city received two quotes for the coal tar emulsion sealing of the other parking lots. The two
quotes received were as follows:

Nu-Surface Company has been a responsible contractor sealcoater on the Northbound Liquor
Store, as well as other numerous private businesses in the city in the past.
Staff would recommend award of the sealcoating contracts to Caldwell Asphalt Company, Inc. in
the amount of $170,288.16, and to Nu-Surface Company in the amount of $23,490.80.
Financial Impact
The city's annual sealcoating program is funded from several different sources. These include the
General Fund Allocation for street sealcoating, Government Building Reserve Fund, Sealcoating
Reserves, and Liquor Store. Through these various sources, the entire sealcoating project will be
entirely paid for by budget funds.
