Su~ect: AUTHORIZATION TO PURCHASE POLICE CARS
The police department has obtained local quotes to compare with the
Hennepin County Cooperative Purchasing bids that were recently
opened and awarded.
We received a quote from Elk River Ford for a 1997 Ford Crown
Victoria police vehicle in the amount of $19,866.00 (Saxon Motors
did not submit a quote for a full sized police vehicle). This
compares to Hennepin County's bid of $19,844.00 for a Ford Crown
Victoria.
We received a quote for the mid-sized police vehicle to be used in
the investigation division from Saxon Motors in the amount of
$16,421.71 on a 1997 Chevrolet Lumina (Elk River Ford did not
submit a quote). The Hennepin County bid was $16,628.38 for a
Chevrolet Lumina.
I am, therefore, making a recommendation to purchase three (3) 1997
Ford Crown Victorias from Elk River Ford in the amount of
$19,866.00 per vehicle. For the mid-sized police vehicle, I am
recommending we purchase the 1997 Chevrolet Lumina from Saxon
Motors in the amount of $16,421,71. These purchases, if approved,
will be paid for with 1997 Capitol Outlay Equipment Certificate
funds. The anticipated delivery date will be the first part of
January, 1997.
I would also like to purchase the extended warranty for all of
these vehicles. We have done this the past several years and have
realized a savings on the repair of these vehicles. The extended
warranties will cost about $1.000.00 per vehicle.
Our intention with the squads that these replace will be to sell
two (2) of them and to offer the best of the three to City
Administration for their use. For council information, this will
add one vehicle to our fleet which is necessary because of
additional officers hired with the COPS FAST grants.

Elk River Ford is pleased to bid a new ]997 Ford Crown
Victoria Police Car which meets or exceeds all of your
specifications with the following exceptions:
Front and rear bumper guards are not available.
'-Ninety day delivery cannot be guaranteed but it
should be pretty close to that.
The price for each squad car would be $]~866 plus applic-
able state sales and use taxes, if any. The extended
powertrain warranty is capped at 75,000 miles and cur-
rently would cost $]095. This mileage cap and price is
not guaranteed beyond the date of October ],]996 and
could be subject to change if the Ford Motor Company re-
defines the Extended Service Program or publishes a revised
price list.
