Action Requested
Consider adoption of the attached resolution approving the plans and ordering the advertisement
for bids for the Main Street Bituminous Reclamation between Lowell and Orono Parkway.
Background/Discussion
There was $500,000 set aside for the Main Street bituminous reclamation between Lowell Avenue
and the Main Street bridge in the 2009 Capital Improvement Program (CIP). When the CIP was
put together, it was assumed that potentially $100,000 of the cost would be assessed. When the
federal government passed the stimulus program with some portion of the monies going to road
and bridge project in each state, we submitted the Main Street bituminous reclamation as a
potential stimulus project. At that time, we prepared plans and submitted an application for the
reclamation of Main Street from Lowell Avenue all the way to Orono Parkway.
Based on the bids recently received for the Norfolk/Morton area which is a similar bituminous
reclamation project, the bids were very competitive. It appears that at this time to staff that there
is very little chance of any trickle-down stimulus money becoming available in the next 12 - 18
months for this Main Street project. Therefore, we are asking the City Council whether or not
they would like to bid the project, attempting to take advantage of the competitive bidding
environment we are currently experiencing. To proceed with the project in 2009 would assume
that there would be no assessments to the abutting properties, since there is not sufficient time to
go through the 429 process and still undertake the construction in 2009. By a way of background,
Main Street was reconstructed in 1988 and all abutting properties were assessed for the street
reconstruction at that time.
If the City Council would like to proceed with this project, we would recommend bidding the
portion from the Main Street bridge to Orono Parkway as an alternate in an effort to take
advantage of the current bidding environment.
Financial Impact
If the project proceeds with no assessments, all monies for the project would come from the
Street Reserves. The 2009 CIP has $400,000 of Street Reserve dollars set aside for the
bituminous reclamation. With no assessments, this may need to increase to $500,000.

RESOLUTION 09 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS
AND ORDERING THE ADVERTISEMENT FOR BIDS
IN THE MATTER OF THE MAIN STREET (LOWELL AVENUE TO ORONO PARKWAY)
BITUMINOUS RECLAMATION IMPROVEMENT OF 2009
WHEREAS pursuant to City Council direction, the Project Engineer has prepared plans and
specifications for the Main Street Bituminous Reclamation Improvement, which plans and
specifications have been reviewed by the City;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
Such plans and specifications, acopy of which is are available for inspection through the City Clerk's
office and incorporated herein by this reference, are hereby approved.
2. The City Administrator shall prepare and obtain the publication of an advertisement for bids for the
making of the improvement pursuant to the plans and specifications. The advertisement shall be
published once each week for three consecutive weeks, shall specify the work to be done, and shall
state that the bids will be received by the City Administrator until 10:00 a.m. on Tuesday, August 11,
2009, at which time the bids will be publicly opened in the Council chambers of the City Hall by the
City Administrator and the Project Engineer and will then be tabulated for consideration by the City
Council at a meeting thereof at 6:30 o'clock p.m. on August 17, 2009, in the City Council chambers
at City Hall. No bids will be considered unless sealed and filed with the City Administrator and
accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City
Administrator in the amount of 5% of the amount of such bid.
