SUBJECT: Elk River Library, LEED Gold Plaque Presentation After a rigorous commissioning and certification process, the LEED Gold certification has been finalized. The Elk River Library is the first library in the State of Minnesota to achieve LEED certification. The Elk River Library has received national press and received several awards including Finance and Commerce Top Project award. A representative from the Green Building Council will attend the August 3 City Council meeting to make a presentation of the plaque to the Mayor, Chair of the Library Board and a representative of KKE Architects. Environmental The report is organized into five environmental categories as defined by LEED including: Categories Sustainable Sites, Water Efficiency, Energy &amp; Atmosphere, Materials &amp; Resources, Indoor Enviro LEED Prerequisites must be achieved. Non-compliant prerequisites must be resolved before a certification can be Prerequisites awarded. LEED Credits The environmental categories are subdivided into the established LEED credits, which are based on desired performance goals within each category. An assessment of whether the credit is earned or denied is made and a narrative describes the basis for the assessment. Achieved The applicant has provided the mandatory documentation which supports the achievements of the credit requirements, achieving the associated points. Currently the project has scored the adjacent points in this 39 category. Denied The applicant has applied for a point in a particular credit, but has misinterpreted the credit intent or cannot substantiate meeting the requirements. However, while a landscape plan has been provided, the limits of site disturbance within the LEED boundary have not been clearly identified to demonstrate credit compliance. TECHNICAL ADVICE: Please provide site or grading plan(s) which clearly show the site disturbance boundaries including 40 ft beyond the building perimeter, 10 ft beyond surface walkways, 15 ft beyond primary roadways, and 25 ft beyond constructed areas with permeable surfaces. ^o Site Development: Maximize Open Space Credit 5.2-Version 2.2 Design Application 9/20/2007 The LEED Submittal Template declares that no local zoning requirement exists and that open space greater than or equal to the building footprint has been provided. A landscape drawing has been provided. However, upon review of IDc1.2, it appears that the applicant is actually pursuing Option 3 to achieve this credit but has instead entered the information required under Option 2. Please note that the project site area is required for Option 3. As documentation indicating the site area and area of open vegetated space was provided for the innovation credit, compliance was able to be determined and the credit is therefore awarded. ^ ^ Stormwater Management: Quantity Control Credit 6.1-Version 2.2 ^o Stormwater Management: Quality Control Credit 6.2-Version 2.2 Design Application 9/20/2007 The LEED Submittal Template has been provided declaring that Stormwater run-off from 90%ofthe average annual rainfall is captured or treated such that 80% of the average annual post-development Total Suspended Solids (TSS) is removed. A list of non-structural controls has been provided. Page 3 of 13 Elk River Library Elk River Library 1 / 18/2008 Construction Application Heat Island Effect: Non-Roof Credit 7.1-Version 2.2 Construction Application 2/3/2009 The LEED Submittal Template has been provided stating that 44% of the nonroof impervious surfaces onsite have been paved with highly reflective materials and will be shaded within 5 years. Calculations provided in the submittal claim that of the 8,876 sq.ft. of total non-roof impervious surfaces, (23.4%) have been paved with non- colored concrete and 7,799 sq.ft. (20.6%) will be shaded within 5 years. However, the area requirement for implementing non-roof heat island effect strategies is 50% of the site hardscape. While a landscape plan has been provided, the LEED boundary used for area calculations is unclear. Additionally, areas consisting of highly reflective materials as shaded areas which contribute to credit calculations are not clearly identified in the provided site plans. TECHNICAL ADVICE: If area calculations are able to demonstrate 50% compliance within the LEED boundary please provide an updated LEED Submittal Template along with a site or landscape plan which clearly identifies the boundary used for credit calculations. Note the LEED boundary must be used consistently throughout all applicable credit calculations. Additionally, please clearly indicate on the site or landscape plan all areas within the LEED boundary which contribute to the SRI and shade requirements. Heat Island Effect: Roof Design Application Credit 7.2-Version 2.2 9/20/2007 The LEED Submittal Template has been provided stating that roofing materials for 100% of the project's roof surface meet the SRI requirements of the credit. The project roof plans have been provided. However, none of the referenced supporting documentation (E101 Electrical Site Plan, E201 Electrical Site Plan, and E501 Electrical Site Plan), has been included in the submission. In addition, the required narrative states that zero light trespass was achieved at the property boundary and that the lighting analysis was performed with a Visual Basic program. The narrative however, is not specific on the horizontal and vertical illumination levels at and beyond the property boundary. TECHNICAL ADVICE: Please provide the drawings identified on the LEED Submittal Template. Include a detailed narrative that is specific to the analysis program, methods and procedures used to determine the exterior illumination values. It would also be helpful if the applicant could provide a photometric site plan where the point-by-point illumination values extend at least 15 feet beyond the property boundary. Design Application 11 /26/2007 The applicant provided a photometric site plan and electrical floor plan drawings to demonstrate compliance with the credit requirements. However, the LEED Submittal Template indicates that the building facade / landscape lighting actual lighting power density (LPD) is not in compliance with the allowable LPD. Further, the photometric site plan illustrates that foot candle values at the property line exceed the allowable levels permitted for the environmental zone identified. This credit can not therefore be awarded. Construction Application 2/3/2009 Water Efficient Landscaping Credit 1.1-1.2-Version 2.2 Design Application 9/20/2007 The LEED Submittal Template states that potable water consumption for landscape irrigation has been reduced by at least 50%. An irrigation plan was provided. However, it is unclear from the narrative what water use calculation methodology was used to determine the percent savings. TECHNICAL ADVICE: Please provide calculations according to the steps identified in the LEED-NC v2.2 Reference Guide. See pages 118-122 for guidance. Please note, it would be helpful to include tabulated calculations in the format identified in Tables 3 and 4 on page 122 of the Reference Guide. Design Application 11/26/2007 The applicant provided calculations demonstrating that potable water consumption for landscape irrigation has been reduced by at least 50%. It should be noted that the male daily use per person for the water closets was incorrectly entered as 1 use, instead of a standard 3 uses, given that urinals were not provided for the project. In addition, a narrative was provided describing the commissioned systems, as well as the results of the commissioning process. o^ a Minimum Energy Performance Prerequisite 2-Version 2.2 Design Application 9/20/2007 The LEED Submittal Template declares that the project meets all the mandatory provisions of ASHRAE/IESNA Standard 90.1-2004 and that the project has used a computer simulation model to document improved building energy performance under EA Credit 1. ^o ^o Fundamental Refrigerant Management Prerequisite 3-Version 2.2 Design Application 9/20/2007 The LEED Submittal Template declares that the project's HVAC&amp;R systems do not use CFC-based refrigerants. Page 6 of 13 Elk River Library 10 0^ n n ~~ 00 ~o Optimize Energy Performance Design Application Elk River Library 1 /18/2008 Construction Application Credit 1-Version 2.2 9/20/2007 The applicant submitted a signed LEED Submittal Template, energy modeling output reports and utility rate information. The LEED Submittal Template indicates an energy cost savings of 47.6% in comparison to ASHRAE 90.1-2004 minimum requirements. Upon review of the LEED Submittal Template, a few issues were identified that need further clarification before credit achievement can be determined. The issues are: 1. In table 1.4, it appears the applicant calculated lighting power density using the allowable LPD and the space- by-space method, instead of the building area method. However, it is unclear how the baseline lighting power density of 1.53 W/sf was determined. 2. The fan supply volume listed in table 1.4 indicates differences between the supply rates in the proposed and baseline models. It is unclear from the documentation if the ventilation rates are identical in both models, per ASHRAE 90.1-2004 Section G3.1.2.5 requirements. TECHNICAL ADVICE: Please provide additional documentation addressing the issues identified above (i.e. calculations and/or excerpts from the energy model input). Refer to ASHRAE 90.1-2004 Section 9 and G3.1.2.5 for more information and guidance. Design Application 11/26/2007 The applicant submitted a revised LEED Submittal Template and an independent lighting power density calculation. The documentation addresses the issues stated in the preliminary review and supports the 47.6% energy cost savings claimed. Calculations have been provided to document the waste types and receiving agencies for recycled materials. A narrative has been provided describing the projects Construction Waste Management Plan. Resource Reuse Credit 3-Version 2.2 Construction Application 2/3/2009 The LEED Submittal Template has been provided stating that the project has used salvaged, refurbished or reused materials equal to 6.177% of the total materials value. Calculations have been provided to document the materials used and values for each tracked item. Recycled Content Construction Application Credit 4-Version 2.2 2/3/2009 The LEED Submittal Template and calculations have been provided stating that 11.222% of the total building materials content, by value, have been manufactured using recycled materials. Rapidly Renewable Materials Certified Wood Credit 6-Version 2.2 Credit 7-Version 2.2 Minimum IAQ Performance Design Application Prerequisite 1-Version 2.2 9/20/2007 The LEED Submittal Template has been provided stating that the project has been designed to meet the minimum requirements of ASHRAE Standard 62.1-2004, using the Ventilation Rate Procedure. ^o ^o Environmental Tobacco Smoke (ETS) Control Prerequisite 2-Version 2.2 Design Application 9/20/2007 The LEED Submittal Template has been provided stating that smoking is prohibited within the building and designated exterior smoking areas have been located at least 25 feet away from entries, outdoor air intakes and operable windows. ^o Outdoor Air Delivery Monitoring Credit 1-Version 2.2 Design Application 9/20/2007 The LEED Submittal Template declares that a permanent C02 monitoring system has been installed in the densely occupied spaces, that provides feedback on ventilation system performance to ensure that the ventilation systems maintain design minimum ventilation requirements. The system is configured to generate an alarm when the conditions vary by 10% or more from setpoint, via either a building automation system alarm to the building operator or via a visual or audible alert to the building occupants. In addition, the applicant provided information describing the direct air flow measuring device that serves the non-densely occupied spaces. Drawings were also provided as supporting documentation. A copy of the project's IAQ Management Plan and photos highlighting the implemented IAQ measures has been provided. Construction IAQ Management Plan: Before Occupancy Credit 3.2-Version 2.2 Construction Application 2/3/2009 The LEED Submittal Template has been provided stating that the project is performing a flush-out prior to and during occupancy by supplying a total air volume of 14,000 cu.ft. of outdoor air per sq.ft. of floor area while maintaining an internal temperature of at least 60 degrees F and relative humidity no higher than 60%. A narrative describing the project's flush-out process has been provided as required. The narrative includes data regarding the temperature, air flow, and duration of the flush-out. Low-Emitting Materials: Adhesives &amp; Sealants Credit 4.1-Version 2.2 Construction Application 2/3/2009 The LEED Submittal Template has been provided stating that all indoor adhesive and sealant products comply with the VOC limits of the referenced standards for this credit. Page 10 of 13 Elk River Library Elk River Library 1 /18/2008 Construction Application ^o o^ Indoor Chemical &amp; Pollutant Source Control Credit 5-Version 2.2 Construction Application 2/3/2009 The LEED Submittal Template has been provided stating that the project has installed the required indoor chemical and pollutant source control measures required by this credit. A listing of each entryway product installed for the building has been provided and incases where roll out/carpeted systems have been used, confirmation of required contracted maintenance has been provided. Copies of the project's construction drawings have been provided to show the installed entryway systems. However, drawings were not provided to illustrate room separations and required ventilation systems. The Submittal Template states that MERV 13, and MERV 7 filtration media has been installed in HVAC systems prior to occupancy. However, the credit requirement states that all air filtration media must have a Minimum Efficiency Reporting Value (MERV) of 13 or greater. TECHNICAL ADVICE: Please provide construction and mechanical drawings to demonstrate the deck to deck partitions and dedicated exhaust for thejanitor closet. Additionally, please provide clarification as to the installation of both MERV 13 and MERV 7 filters at air handlers 1, 2, and 3. o^ ^o Controllability of Systems: Lighting Credit 6.1-Version 2.2 ^o o^ Controllability of Systems: Thermal Comfort Credit 6.2-Version 2.2 ^o Thermal Comfort: Design Credit 7.1-Version 2.2 Design Application 9/20/2007 The LEED Submittal Template declares that the project has been designed to maintain indoor comfort within the ranges established by ASHRAE 55-2004. Information on temperature and humidity design criteria and a narrative have been provided. ^o o^ Thermal Comfort: Verification Credit 7.2-Version 2.2 Construction Application 2/3/2009 The LEED Submittal Template has been provided explaining that a thermal comfort occupant survey will be developed and will be distributed to building occupants within the first 6 to 18 months of occupancy. A narrative describing the survey and how the survey will address thermal comfort issues in individual spaces and common areas has been provided. However, insufficient information has been provided in the narrative to describe a corrective action plan. TECHNICAL ADVICE: Please provide a detailed, comprehensive plan for corrective action that includes the hierarchy of reporting, personnel responsible for administering the survey, personnel responsible for collecting and analyzing the data, designations and authority levels of the personnel who will implement the plan and the process for validation of the corrective actions. Innovation in Design Construction Application Green Education Credit 1.4-Version 2.2 2/3/2009 The LEED Submittal Template has been provided stating that an education program has been developed to present the project's sustainable design practices to occupants and visitors to the facility. The program includes at least two educational components, including an educational display highlighting the building's sustainable design features, a published case study describing the project's design features and the LEED program along with public tours. Elk <~._ __,._. _v,_.LL,_ _ River wanted a new library that would generate civic pride and ~l _ promote sustainable design while supporting the city's "Energy City" mission. The city also wanted to be fiscally responsible by implementing features that had long-term payback. Size 16,000 sq. ft. Project Cost A Truly Unique Design est. $4.3M Clark's engineers worked with KKE Architects to meet the Completion Date demands of the city. The new library features a unique "butterfly Oct. 2007 design" roof structure (pictured left) which required Clark to find and design a solution to meet code requirements while maintaining Services the desired visual interest. Other features include an open floor Structural plan, special areas for specific user groups and a large multi- Engineering purpose room for meetings and events. Partners KKE Architects The Creed for LEED and Merrimac Construction Construction was completed on time and on budget for this $4.3M project. The library is currently undergoing final certification review with USGBC for LEED® Gold Certification which would make this the first LEED® certified library in the State of Minnesota. This project also received a "Top Project Award" by Finance and Commerce.
