Dear Mr. Laumbach:
Over the past several months, the City of Elk River and Cargill have been
discussing two planning applications initiated by the City. The first
application is an ordinance amendment establishing a definition for
agricultural research facility along with placing that particular use within
the appropriate zoning district. The second is a rezoning application of
approximately 60 acres along 165th Avenue owned by Cargill, Inc., to a
zoning designation of I-1 (Light Industrial) so as to be consistent with the
City's adopted Comprehensive Land Use Plan.
In light of both parties differences on these issues, the City will be
withdrawing both applications from Council consideration at their October
21, 1996, meeting. The issues are most likely not to be brought up again until
either water and sewer is extended down east Highway 10 or Cargill requests
an expansion of their research facility. If either one of these events occurs,
the City will have to revisit the zoning and possibly the ordinance
amendment issue.
On another matter, the City is willing to continue discussing assessment
issues associated with water and sewer extension planned for Elk River.
Although there is no project at this point, it is expected the City Council will
continue to discuss this matter and be prepared to respond when
development interest arises in the eastern part of the community.
