Discuss Meeting Dates for Upcoming
Planning Issues
Within the next couple of months, there are three planning issues rising to
the top that are going to require some attention by the City Council. These
three issues are as follows:
1. Elk Terrace Mobile Home Park - Closure Statement
On September 24, 1996, the City received a revised closure statement
from the prospective developers of the Elk Terrace Mobile Home Park.
As presented to the Council at a previous meeting, the City will have
to hold a pubhc hearing to review this closure statement. Staffs desire
was to try to schedule this meeting for sometime in November for the
Council to consider the closure statement. As it is turning out, the
regular Council meeting on November 18th appears to have a hght
planning agenda. Therefore, the Council may want to consider
including the closure statement on that agenda.
2. East Elk River "Master Plan"
A couple of months ago, the City Council directed Terry Maurer to
begin exploring possible ahgnments for the extension of sewer and
water eastward along County Road No. 12 and other parts of the newly
estabhshed urban service area. This Council directive was basically a
planning step to begin looking at those possible corridors for when the
utilities would ultimately be extended. Staff has taken this request a
couple of steps further to begin "master planning" the eastern urban
service area. This master plan will be an attempt to develop a
framework of utihty corridors, major transportation routes,
undevelopable areas "i.e., wetlands) and refining some land use issues.
At this time staff is in the process of compiling some base information
as well as identifying "critical points" (i.e., intersections, road
ahgnments) that will begin to shape the development pattern of

eastern Elk River. Staff would like to present to the City Council this
information at a future meeting, or preferably a workshop session, to
have an opportunity to discuss these issues further. A possible date
for a workshop is December 2nd immediately following the Council
meeting.
3. Weldon Schultz Property - Concept Plan
The third planning issue is actually a request by the developers of
Weldon Schultz's property to have a meeting with the City Council to
present a "concept plan" of their development proposal. This request is
being made because of the magnitude (290+ acres) and the land use
mix (i.e., townhomes and single family) considered for the property.
The developers were hoping to have a meeting with the City Council
sometime before the end of December. I think it would be appropriate
to have this meeting with the developers sometime after staff has had
an opportunity to present the eastern Elk River master plan to the
City Council. Decisions that are made with the overall master plan
may have some implications for the development of the Weldon
Schultz property. Therefore, the overall master plan meeting should
occur prior to this requested meeting. A date to consider would be
December 16th at 5:00 p.m., one hour prior to the regular Council
meeting.
Recommendation
The City Council is asked to schedule dates for the following meetings:
Public hearing for closure of Elk Terrace Mobile Home Park (Earl
Hohlen's property)
B) Discuss east Elk River "Master Plan"
c)
Review a concept plan from the developers of the Weldon Schultz
property
