Box 490 Elk River, MN 55330 RE: JOPLIN/TH 10 SIGNALIZATION Dear Mr. Klaers: CIVIL ENGINEERING: ENVIRONMENTAL MUNICIPAL ~ ~,NNING .~LID WASTE STRUCTURAL SURVEYING TRAFFIC TRANSPORTATION ELECTRICAL/MECHANICAL ENGINEERINGi HVAC POWER DISTRIBUTION SCADA SYSTEM CONTROLS As you are aware, the TH 10/Joplin Street Signalization and North Frontage Road Improvement project included a purchase order from MnDOT for the signal equipment so that it could be installed during the 1996 construction season. However, we anticipated a much earlier approval from MnDOT to bid the project and a much faster concurrence from MnDOT on the award of the project. The problem that arises because of the late award is that, although the signal equipment is available, there needs to be construction on the TH 10 turn lanes to accommodate the signal loop detectors and handholes. In addition, the Contractor will not finish the north frontage road this fall; therefore, the eastbound TH 10 left turn lane will have no place to go. We are concerned about the flow of traffic if the turn lane is constructed but the north frontage road is blocked for the winter. We are also concerned about the quality of paving we will get this late in the season, given the cool weather, if we require the Contractor to proceed with the signal installation this fall. Since the north frontage road will not be completed and there is limited additional commercial development to the south on Joplin, we would suggest that the signal be delayed until the spring of 1997. This will allow adequate weather for the construction of the turn lanes and will eliminate any traffic confusion caused by the completion of the left turns and not the frontage road this fall. Unless there are significant objections to this schedule, we will proceed to have the Contractor shut the project down this fall without installing the signal or making the intersection improvements.
