Consider Initiating Ordinance
Amendment for Class I Restaurants
and Motels
Issue
The City Council is asked to consider initiating an ordinance amendment to
allow Class I restaurants and hotels/motels as conditional use permits in the C3
(Highway Business) zoning district.
Overview
Over the last couple of months there have been several inquiries from
prospective developers looking to develop a motel/hotel along either Highway
169 or Highway 10. Currently, this use is permitted in the C3 district and would
only require a site plan review by staffprior to issuance of a building permit. I
believe these types of projects may have issues associated with them that the
Planning Commission and City Council should have an opportunity to review.
Therefore, I would suggest that the Council consider including this particular use
as a conditional use in the C3 district.
The second business that is currently a permitted use that may warrant
consideration as a conditional use are Class I restaurant facilities. This may
have been evident with the review of the Perkins project at Dodge and Highway
169. Class I sit-down restaurants typically had issues associated with screening
and traffic that may not have the opportunity to be fully addressed without the
input from the public and City Council if the plans were reviewed at the
administrative level. Therefore, this particular use may also be appropriate as a
conditional use in the C3 district.
Recommendation
The City Council is asked to consider initiating an ordinance amendment to
allow hotels/motels and Class I restaurants as a conditional use in the C3
district. This ordinance amendment would go before the Planning Commission
on November 26th and then be forwarded to the City Council on December 16th.
