For July we will be receiving a PCA credit of $150,397.55. This brings the PCA
accumulated charges from Connexus to $59,244.39. A spreadsheet showing their
accumulations is attached, as well as 2008 PCAs. Percentages have also been calculated:
percent of purchased power and percent of revenue. The 2008 PCAs were extraordinary,
and we ended up not passing along $184,898.25. 2009 is significantly below; from
1.35% and .62%, respectively, to .63% and .49%. We certainly should continue to
monitor this and would not suggest assessing any PCAs to customers at this point.
The flyer went out in the August bills for the Automatic Bill Payment incentive sign-up.
Again this year we are offering a $10 credit for new sign-ups between August 25th and
September 25th
There is an organics program in place that the city has started and it has required a lot of
dedicated time of ERMU staff to manage and implement over this last month. We billed
382 customers for the new organics program, and tracked time of $3,047 in donated
labor.

Year to date, electric usage is up 1.02%. Comparing a rolling year block to a previous year
block, electric usage is up 3.01 %.
As a Central Minnesota Municipal Power Agency Associate Member, Elk River Municipal
Utilities' Management and Commissioners have been extended an invitation to the CMMPA
2009 Member Summit and Dinner. This event will be offered in Mankato on September 22nd
and 24th from 6:00 - 9:00 PM. If there is any commissioner interest in attending, please let me
know. The deadline to register is September 16th.
Theresa Slominski and I attended the Minnesota Municipal Utilities Association Summer
Meeting in August. Overall, this was a good meeting. A number of potential wholesale power
suppliers made contact with me while at the meeting which is very encouraging. And as always,
the legislative updates were very informative. One key piece of legislature is the "Cap and
Trade" or "Energy Tax" bill. In one form or another, this will pass in the not to distant future.
Minnesota Municipal Utilities Association and American Public Power Association are actively
working on our behalf to mitigate the impact of this legislation to public power customers. The
APPA Legislative Rally in Washington, DC will be held February 22-25, 2010. This is an
important year to show support. As in the past, we have budgeted for 2 Commissioners and 1
Staff to attend this rally.

The following is a summary of projects and / or updates over the past several weeks:
1. Assisted the City with the Opticom lights over the intersections. We fixed the lights that
we could by changing bulbs and changing the angle of the Opticom receivers.
2. BNSF (the railroad) put in new services to five of the railroad crossing buildings.
3. Finished County Road #1 project. There will be more work next year after we aquire the
area from Connexus.
4. Started rebuilding taps in Area 23 (213th, 215th, and 218th off of County Road #13).
5. Continued working on Simonet Drive rebuild.
6. Started Xenia Avenue and Tipton Avenue rebuild.
7. Had two new house services.
8. Continued working on 193rd
9. Purchased a new pneumatic piercing tool and have been using it to push under driveways
in Area 23 tap rebuilds. It works well on pushes under fifty feet (see attached photos).
10. Getting bids for the SOOmcm road crossing. We will be crossing Hwy 101 north of
County Road 39.

The following is a summary of projects and/or updates over the past several weeks:
1. The Locating Department had a total of 273 locate tickets for August. Some of them are meets
which required several trips back to the same area as needed to mark utilities.
2. The Metering Department continues with weekly and monthly substation checks, changing out
meters to the radio read meters, and doing the monthly power bill. The metering dept also worked
with the city police dept in trying to solve their RF problems in their cameras and monitors.
Adam Freiberg attended metering roundtable talks in Brainerd.
The Security Systems Department had a total of 71 phone contacts, 19 personal visits, 19 systems
quoted, 19 sales made, 18 installs completed and 19 service calls for the month of July. Another
great month!
4. Map books continue to be updated daily as crews add or change items in them.
5. Power Plant staff has performed the monthly run of the generators and everything looked good.
Steve Ziemer has been installing safety latches and doors on all the water towers to restrict access
by antennae workers. This was brought on by requiring antennae equipment to be housed inside
the water tower.
6. Mike Thiry, Rick Schaust and Wade Lovelette participated in Elk River's Night to Unite and
had great feedback.

Why did the employee choose to attend?:
Keeping current with change's metering technology. Questions and comments were
discussed with other meter technicians and factory representatives.
What information was learned by attending?:
The Landys and gyr factory representative presented and took questions regarding their
single-phase and their new polyphase meters. Software limitations related to the new
polyphase meter were discussed and brought to the factory rep's attention. There was an
overview of L&G Automatic Meter Reading (AMR) including the Mobile Collector add-
on to the new meter reading handheld and meter programming workshop with software
updates. Many discussions on safety in the field and products to wear. Talk about
customers stealing power and what to look for and let the Local cops take care of the
situation and paper work. Grounding info on ground rods.

The seminar was discussed with Michael Price, Wade Lovelette as well as continued
discussion in the Meter Shop.
