Council motion to approve a special event permit for a homecoming parade to the Elk River High School
with the following conditions:
1. Garbage cleanup shall be completed immediately following the parade.
2. Obtain permission from the property owner of the Elk River Theater parking lot for the parade
staging.
3. Mn/DOT specified signs shall be installed by Friday, September 18 per the attached map. The
"Road Closed Ahead" sign located at Jackson and 5`h Street can be installed just prior to the
parade event.
4. Police and reserve support will be provided for traffic control.
5. Notice of the event must be given to area churches and apartment complexes affected by the
parade route.
6. Candy may be handed out at the parade but is not allowed to be thrown from moving objects.
Background/Discussion
The Elk River High School is requesting to have a homecoming parade on Friday, September 25, 2009
beginning at about 5:00 p.m. There will be approximately 35 floats in the parade. The parade will begin
staging in the parking lot of the Elk River Theater located on Freeport Avenue. The parade will move
north on Freeport to School Street. It will then head west on School Street and end in the VandenBerge
Middle School parking lot.
Financial Impact
The police department will be providing traffic control and homecoming football security. There will be
no charge for this service as these fees have been waived in a liaison agreement between the school and
city.
