The City Council is requested to adopt the attached resolution asking MnDOT to perform speed
studies on the new portion of 193`d Avenue along with 2215` Avenue and Jarvis Street.
Background/Discussion
Speed limits in the State of Minnesota are set by MnDOT and/or State Statute. In order to post
an enforceable speed limit, MnDOT needs to perform a speed study and determine the correct
speed limit to be posted. As the completion of 193`d Avenue construction is nearing, the
resolution requests MnDOT to perform the speed study on 193` Avenue between Xavier Street
and CSAH 13.
Two other streets in our city have also recently been questioned. I have reviewed both of these
with the Police Chief and we both feel that it would be appropriate for MnDOT to perform a
speed study. The first is 2215C Avenue between TH 169 and CSAH 1. There is one speed limit
sign of 45 mph at the east end of this roadway and no other speed limit signs. In order to sign
the entire route, we believe it is appropriate to have MnDOT take a look at speed limits along its
entirety. The second area in question is Jarvis Street in the southeast corner of the city. We have
received some concerns from residents that 45 mph which it is currently posted at is too fast.
The Police Chief and I have driven the route at 45 mph and do concur that with the additional
housing in the City of Ramsey on the east side of the street and additional light industrial
development in the City of Elk River on the west side of the street, 45 mph may be too high a
speed limit. So, we are also requesting that MnDOT, through this resolution, do a speed study on
this segment.

RESOLUTION 09 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION REQUESTING THAT THE MINESOTA DEPARTMENT OF
TRANSPORTATION PERFORM SPEED STUDIES ON LOCAL STREETS WITHIN THE
CITY OF ELK RIVER
WHEREAS, areas of the City of Elk River have been developing, changing the land use characteristics
adjacent to some roadways; and,
WHEREAS, the City has also constructed new roadways in these developing areas; and,
WHEREAS, the Minnesota Department of Transportation must perform a speed study to establish a legal
speed limit for these roadways.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
The City Council hereby requests that the Minnesota Department of Transportation perform a speed study
on the following roadway segments within the City of Elk River:
a. 221St Avenue from TH 1.69 to CSAH 1
b. 193rd Avenue from Xavier Street to CSAH 13
c. Jarvis Street from TH 10 to 165th Avenue
