WHEREAS, the Elk River Youth Hockey Association has made application to the State
Gambling Control Board for an application to conduct annual off--site
gambling; and,
w~ICEREA.S, approval of the application would allow Ells River Youth Hockey to conduct
one xaffle during the year; and,
wHCEREAS, the raffle event would be conducted at the Ells River American Legion which
is off site from the licensed pxemise permit site.

Minnesota that an application to Conduct Annual off Site Gambling is granted to Elk River
Youth Hockey to allow a ~taffle drawing to beheld on January 20, 2010.
Passed and adopted by the City Council of the City of Ells River this 5rk' day of October,
2009.
