I .C. fiver MEMORANDUM TO: Parks and Recreation Commission FROM: Bill Maertz, Parks and Recreation Director DATE: October 14, 2009 SUBJECT: Downtown to Babcock Trail Phase Two Item In March of 2009 staff applied for a DNR grant and federal stimulus funding for constructing phase two of the trail from downtown Elk River to Babcock Memorial Park. This trail is a vital link in connecting downtown Elk River to the Northstar rail station and Anoka County's proposed Mississippi River Trail. In September 2009 the DNR announced the first grants funded by the Legacy Amendment revenue. There is over $3 Million available for trails in the Regional Trail Legacy Grant program. The maximum grant per project is $500,000. Potential Funding Scenario: Regional Trail Legacy Grant $500,000 Federal Transportation Funding $400,000 Minnesota State Aid Funds $250,000 Landfill Abatement Funds X212.946 (use of recycled materials) Total Project Cost (estimate) $1,362,946 City Engineer/Public Works Director Terry Maurer will be attend the meeting to discuss the federal and state funding portion of the project. Action Requested The Parks and Recreation Commission is being requested to make a recommendation to the City Council to pass a resolution authorizing staff to apply for a Regional Trail Legacy Grant. We received 37 applications with requests totaling over $2.9 million with only $655,000 to allocate. It was difficult to select amongst all of the great trail projects, including yours, but unfortunately I regret to inform you that your project will not be recommended for funding this year. Nevertheless, you are to be congratulated for your willingness to advance your trail project. More and more, trails are becoming a part of what we refer to as the "quality of life" here in Minnesota. Projects such as yours will only enhance that notion. In early December we will be soliciting applications for next year's funding. At that time, new applications will be available. I encourage you to consider applying again. There will also be funding opportunities with the new Parks and Trails Grant Program as part of the Legacy Amendment.
