In March 2009, staff applied for a DNR grant and federal stimulus funding for constructing phase two of
the trail from downtown Ells Riven to Babcock Memorial Park. The hail is a vital link in connecting
downtown Elk Rivet to the Northstar Fail station and Anaka County's proposed Mississippi River Trail.
~n September 2009 the DNR announced the first grants funded by the Legacy Amendment revenue.
There is over ~3 million available for hails in the Regional Trail Legacy Program. The tnax~mum grant per
project is $500,000.

p The City of Elk River is committed to a multi-modal transportation system;
and
~ A planned pedes~tian connection between downtown Elk River and the
Northstar Commuter Rail Station will promote mobility in this corridor and enhance
economic vitality; and
~ The City of Elk River, with the financial assistance of the Elk Raver Rotary
Club have constructed phase one of the trail; and
Providing pedes~•ian access to Babcock Memorial Park, a thirteen acre park
on the Mississippi River named fox Elk River native Charles Babcock, Minnesota's first
Highway Commissioner, will enhance recreation opportunities for community members and
create opportunities for historic interpretation of transportation's role in our community;
and
This trail is a key fink between the proposed Anoka County Mississippi River
Ta.•ail and Elk River's Great Northern Trail.
