® River's Edge Meeting Minutes - Septe~nbe~ 8, 2009
~.ttached is the September 2009 Rivet's Edge meeting irunutes. The most fecent ~.neeting
was held ~ctobe~ 14th which staff attended and assisted i~a planting the downtown
Halloween activities. The next ~egula~ scheduled meeting is November 1 S, 2009 at S a.fn, at
N~cCoy's Pub,

The meeting was called to order at SAM at McCoy's Pub.
Treasurers Report: Jim Reported that there was $2590,71 in our Treasury, It is time to
send out invoices for dues,
Secretary's Repo~~t: The minutes were amended to include Annie's encouragement to
develop a face book page for Downtown Elk River,

~lty Update: Annie wasn't able to attend the meeting, Stephanie told us that the
Concerts in the Park were very successful. Each year attendance has gone up. The movies
in the park have also been very well attended this fall, There were at Least 120 people at
the last movie.
Annual Event Downtown in the summer -~ like or =Art Soup, Fred would like to see a
festival life Ar~tSoup downtown every year. The Ants Alliance would like to see this
happen also and are considering an every year event, The Downtown Jam that was held
in conjunction with the Bike Race might be a good time to plan an event to partner with
Park and Rec and have activities downtown that day.
HalXoween T]ov~ntov~n: we will be having a Halloween Event Downtown on Friday
October 30~h from 10 to 5:30. Businesses wanting to participate will be given a flyex• to
put in their window to welcome Trick or Treaters to their business. Last year Annie
helped us with the flyer and has offered to do this again, Stephanie Albin said that Park
and Rec will bring over left over pumpkins and hay bales from Fright Night to help
decorate the park. Fred has Halloween music that he will provide and Stephanie will look
into getting a sound system at the park. Two Parr and Rec staff will be in the park doing
games: Fred will provide a bean bag toss Park and Rec will have other games, we need
to find students to do face painting again, We will do a pumpkin coloring contest,
Downtown Businesses will pass out Pumpkins to color and Park and Rec will make them.

October 30th and there will be prizes for the "best" There will be a scream contest in the
Rivers Edge Commons Parr from 4:30 to 5;30, we need to ask Jol1n Babcocl~ if we can

talked about having a Carved Pumpkin Contest -~ having participants bring their carved
pumpkins downtown on the 30th to be judged and having them setup in tl~e park. Vie
need someone to coordinate the carved pumpkin contest, As always, downtown
businesses will be encouraged to decorate their businesses with a Scarecrow o~• other
family friendly Halloween decorations, Promotion: we~ady will look into a banner for the
side of Kemper Dx~g announcing the event and will put on

to be in the happenings sections. VLre can also put up signs in windows of businesses 2
weeks prior to this event. Announcements can be made at the downtown Saturday night
movies. we can get a sign to put up on the I~iosl~ in the parr to give to Stephanie to be
put up prior to the event.
Christmas downtown: Saturday, December 12t~~ is the date. Downtown Open Houses
from i 1 to 4, Santa will be at Rivers Edge Commons Park from.l2 to 3. Hemker Fa~•ms
will bring Reindeer and other animals to pet. Park and Rec will bring bales of hay to sit
on and bring Tony Mikols Sleigh and borrow the chair from the Lions Club for Santa.
Park and Rec will also bring a sound system for holiday music. Park and Rec will also
put together giftlinfo bags to give out to the children that visit with Santa. Businesses can
also put things in the bags. Park and Rec will be doing DQ bags life last year. The
Command Performance Choir will sing again downtown. we can also ask the Elk River
High School Choir if they have any students interested in Caroling. Last year people
weren't aware of all of the activities going on downtown during the Open House. we
need to have a sign up by the parl{letting people know. Stephanie said that Park and Rec
has a sandwich board that we could have up. Stephanie will get the measurements of the
board for us.
New business
~Iowers downtown; Merl is going to take out the Roses and replace them with Mums
for fall, We need to resta~~t the Adopt a Pot program where people pay $2~ to help defray
the cost of the flowers and agree to water the flowers by their business. A motion was
made and passed to authorize payment from Rivers Edge Funds to buy the mums, Joanie
from Bling Apparel said she would talk to the Rental people from the Jacl~son Square
Building to ask them about planting the planters by the railing along the street on Jackson
Ave.
replacing the sights on the trees downtown: we will be putting new lights on the trees
downtown azad taking off the old ones, Fred will take care of purchasing of tlae lights and
coordinating putting up the new ones, Suggested date to do this is Sunday November, 22.

The Rivers Edge Downtown Business Association was formed to enhance down-
town Elk River's image and promote the retail, service, restaurant and professional
businesses in the downtown area. Members play an important mole in keeping our
historic downtown strong and making it a destination for business and coi~nmunity
events.
This years membership fees went towards advertising 'for Downtown Holiday
Open House, Halloween and Sidewalk Sales, Bringing Santa and his reindeer down-
town, Flowers for the Pots, putting Lights on the Trees and paying Chamber of Com-
merce Dues.
Your investment in the Rivers Edge Downtown Business Association enables
us to continue the old traditions and start new ones that rnal<e people want to spend
time Downtown EII< River.
