SNOWMOBILE ORDINANCE AMENDMENTS
Attached are two snowmobile ordinance amendments drafted by Peter
Beck. One of the amendments relates to restrictions in the urban
service area of our City; the other pertains to snowmobile
regulations City wide.
I will be in attendance at Monday's council meeting to address any
questions or concerns you may have regarding both of the proposed
snowmobile ordinance amendments.

Mayor Hank Duitsman and City Council.
During The Past 19 Years That We Have Lived In Elk River We Have Noticed A Steady Growth
In The Snowmobile Population. Gone Are The Days When An Occasional Snowmobile Would
Travel Through Our Neighborhood. Now It Is Not Unusual For 20 Or More To Drive Through Our
Yard In One Evening.The Noise Alone Is Very Irritating But Damage To Our Lawn And Driveway
Is Very Hard To Take.
The Drivers Of The Snowmobiles Jump From Bank To Bank Coming Down On The End Of
Our Driveway. The Carbide Cleats On The Tracks Of The Sleds Have Already Done Damage This
Season To Our Driveway. This Really Angers Us Especially Since We Just Spent $300 To Have
Our Driveway Resurfaced.We Have Put Up No Snowmobiling Signs For Many Years But That
Hasn't Solved The Problems. A Few Snowmobilers Do Drive On The Roadway But Most Of Them
Just Go Right Ahead And Drive Through Our Yard.There Must Be Places The Snowmobilers Can
Go That Won't Disturb People Or Cause Damage. We Would Like To See A Total Ban On Snow-
mobilies In The City Of Elk River Or At The Very Least A City Wide Ordinance Banning Snowmo-
biling In Ditches And Easements.

CITY OF ELK RIVER
AN ORDINANCE OF THE CITY OF ELK RIVER AMENDING
SECTION 1104 (SNOWMOBILES) OF THE CITY CODE OF
ORDINANCES TO ADD NEW SECTION 1104.05 REGULATING
THE USE OF SNOWMOBILES ON PUBLIC STREETS
The City Council of the City of Elk River does hereby ordain as follows:
Section I That Section 1104 of the City of Elk River Code of Ordinances shall be amended by
adding thereto new Section 1104.05 as follows:
1104.05 - OPERATION ON PUBLIC STREETS
The operation of snowmobiles on public streets shall be permitted only when such
operation is necessary to gain access to designated snowmobile trails, private property
or areas which, by Minnesota Statutes, may be used by snowmobiles. Snowmobiles
operated on public streets in platted areas within the city's Urban Service Area must
be operated on the further most right hand portion of the roadway or shoulder surface
(not on boulevards or on portions of the fight of way beyond the roadway or shoulder
surface), and in single file.
Section 2. This ordinance shall take effect upon publication as provided by law.
Passed and adopted by the City Council of the City of Elk River this 16th day of December, 1996.
