Zerwas, Chief of Police December 9, 1996 CITY OF ELK RIVER NO HUNTING ZONE This is to inform the City Council that Rita Schmahl, Operations Manager for Cargill's Animal Nutrition Center, has requested that all of Cargill's property on the southeastern edge of Elk River be included in the No Hunting zone. With Cargill's property changed to a No Hunting zone, there would remain a small area that is available for hunting. This area has some residences and businesses and I do not feel it is safe to discharge firearms in this small section. As a result of this request, I would recommend that the entire southeastern edge of Elk River become a No Hunting or Discharge zone. As we discussed earlier this week by phone, Cargill no longer permits anyone (including employees) to hunt on Cargill property. We ask that the "Hunting map" be revised to include Cargill property as "no hunting". We will be posting our property accordingly as soon as we have new signs available. You mentioned that the Park and Recreation Commission was also concerned about over population of deer in years to come.
