SUBJECT: Update on the Elk Terrace Mobile Home
Park Closure
Since the November 18th City Council meeting when the public hearing was
held to hear public testimony regarding the proposed closure of the Elk
Terrace Mobile Home Court, some events have occurred which I thought the
council should be informed of. First of all, I have communicated directly with
Tony Gleekel, attorney representing the developers in this matter, to gain
some insight into the progress that has been made. Since Mr. Gleekel has
been in contact with Mr. John MacGibbon, the attorney representing the
Hohlens, I asked that the city be included in any correspondence which may
inform the City on the progress being made towards closure of the mobile
home park. Attached is the most recent correspondence I have received from
Mr. Gleekel along with a letter from Mr. John MacGibbon stating the
progress that has been made since the council's meeting in November.
Secondly, the park owner (Hohlens) has sent a notice to each resident
informing them of various meeting dates and times to discuss relocation costs
and other interests each resident may have. These dates have been set for
the middle of December.
Lastly, approximately two weeks ago I was contacted by a representative of
All Parks Alliance for Change (APAC) asking questions about the Elk
Terrace Mobile Home Park. APAC is a nonprofit organization of mobile home
park residents that works to protect the rights and improve park living
conditions for mobile home parks throughout the state. APAC took it upon
themselves to hold a meeting on December 9th and invited all of the residents
of Elk Terrace Mobile Home Park to discuss the park closure and options for
the residents. Enclosed for your information is a copy of the notice that was
sent out to the Elk Terrace residents. I have not heard the results of this
meeting.
In closing, if the council has any other questions or comments regarding this
particular project, please feel free to contact me. Otherwise, I will continue to
update the council on any progress on the park closure as I am made aware of
it. The Council is scheduled to continue the public hearing for the park
closure on January 21, 1997.

In order to address problems arising out of the clo~ure of the Klk
Terrace Mobile Home Court, including the amount cf reasonable
relocation cost due each displaced resident, Karl Hohlen and
Lorraine Hohlen are willing to meet with each r~sident.
The place o~ such meeting unless otherwise agreed will be the Court
Office in the Hohlen residence on the grounds of ~he Elk Terrace
Mobil~ Home Court. The time of the meeting will be as mutually
convenient.
Hohlens will be available from 6;30 p.m. until 8130 p.m. on
December 10th, 11th, 12th, 17th, 18th and 19th of 1996,' and at
other mutually con=enient times.
Your estimate of relocation expenses, make and tyDe of your
manufactured home wilt be useful. Also, information as to other
courts where a~m~ssion has been accepued or denied.
If it is the intention of a resident to ask for a buy-cut by the
park owners, information concerning the value of the home, such ~s
the original invoice, tax statements or a~prai~al, would be useful
to the owner in ¢onsidmring such r~quest.

APAC is a nonprofit organization of mobile home park residents that
works to protect your rights and improve park living conditions.
APAC has helped residents in Bloomington (Collins Park) and
Hopkins (The Pines) to secure fair relocation benefits when their
parks closed down for redevelopment.
We will discuss park closings and what residents can do to
make sure they are adequately compensated.
We recommend that you not beg/n relocation discussions with
your park owner m~til you have first met with us.
