MEMORANDUM ~~l TO: Mayor & City Council FROM: Pat Klaers, City Administrator DATE: June 26, 1995 SUBJECT: East Highway 10 Utilities Worksession On April 25, 1995, the City Council reviewed some East Highway 10 sewer and water options. The focus of this meeting was to discuss in more detail the September 1994 East Trunk Highway 10 feasibility study. This feasibility study was ordered by the City Council as a follow up to the June 15, 1993, informational meeting on East Highway 10 trunk utilities. The original East Highway 10 feasibility study was completed in draft form in March, 1990, but was never officially adopted by the City Council. Clearly the topic of utilities along East Highway 10 is not a new issue. The focus of our current discussion is not if Highway 10 will receive municipal utilities, but when utilities will be extended. Along with the "when" issue, the Council needs to evaluate the assessment rate(s) and district(s) for the utilities project. Additionally, the Wastewater Treatment Plant (WWTP) expansion project, which will provide capacity for this area of the city to be serviced by municipal utilities, is expected to be authorized in early 1996 and completed in late 1997. The worksession on Monday, June 26, is scheduled to be a follow up to the 4/25/95 worksession. Nothing is included in this packet, but maps, project cost estimates, and assessment rates, districts, acreage, etc., will be distributed and discussed at the worksession. At the 4/25 worksession, information related to both the primary study area and the Steering Committee proposed area was reviewed by the City Council. The Council requested additional areas to be included, some areas to be added as future phases, and some areas to be excluded, and directed the city engineer to provide another set of scenarios for different types and sizes of assessment districts. On 6/26, staff will be prepared to review what was discussed on 4/25 and to provide additional information per direction from the City Council. i 13065 Orono Parkway • P.O. These issues include: • the size or area of the assessment district and whether or not the utilities should be extended and assessed out in phases; • the assessment rate for the overall project or the assessment rates for various phases for the project; • the timing of when the project should be constructed based on plant capacity and the desires of the benefited property owners. • the finances for the project including concerns over such items as: * whether or not a city levy will be necessary if a large area of the project goes into green acres; * whether or not any city contribution is necessary to buy down the cost of the project and, if a contribution is needed, how much; and, ~ whether or not the city can afford to "hold" any costs for the oversizing or phasing in of the project. I have recently requested a quote from St. Cloud Appraisal, Inc., who did the • work on the city and county fairground project this past spring. The quote is for the East Highway 10 area and the project is to help determine what is a justifiable assessment amount for trunk utilities in this part of the city. When the informational meeting was held in June, 1993, the city was working under an informal city wide trunk sewer and water policy of $3,800 per acre, and this information was offered to the individuals in attendance. The rates in the East Highway 10 area are not that low and the actual costs will be substantially higher than $3,800 per acre. In this regard, I recommend that we authorize an appraisal of the East Highway 10 and County Road 12 areas to determine the amount of trunk sewer and water assessments that can be sustained. I will distribute a copy of this quote on Monday evening. Finally, another issue that needs to be briefly discussed is the Comprehensive Plan update and what urban service district recommendations will come out of this planning process. At this point, it is uncertain as to the areas the Committee will recommend to be serviced with municipal utilities. Specifically, I would estimate the value benefit to real estate due to the addition of certain city services, versus the value of real estate lacking the city services amenity. Fall, 1995 - CC continues to evaluate assessment districts, assessment rates, the city's financial contribution and city's ability to "hold" assessments. COMPREHENSIVE PLAN - CC to approve before the end of 1995 and this plan includes the east Elk River municipal service district(s). Winter, 1995/96 - CC makes tentative decisions on assessment district(s), assessment rate(s), city's financial contribution, city's ability to "hold" expenses and project construction timetable...decisions discussed during January/February CIP worksessions. Spring, 1996 - CC orders WWTP plant expansion ($5 million) and project is completed in late 1997...it may be possible to bid this project in fall of 1995 in • order to get the best bids possible. Spring/summer, 1996 - CC and staff hold public informational meetings on the East Highway 10 and/or County Road 12 project. CC orders the detailed feasibility study for this project and calls for a public hearing on this trunk sewer and water project. This timeframe also works for any commercial project that would take place on the trailer court property. Fall winter, 1996 -Trunk sewer and water project is ordered after the trunk assessment appeals have been decided.
