RE: CSAH 1 IMFROVEMENTS
Dear Mr. Klaers:
This letter is intended as a summary of our meeting last week with Sherburne County
Engineer Dave Schwarting regarding the proposed improvements planned for CSAH 1.
As you recall from our meeting, there were several different street sections proposed from
c"" E"GI"eERiNG. south to north along the CSAH 1 alignment. For ease of description, I will address each
ENVIRONMENT"` of these separately, beginning at the south end of the road. The proposed improvements
MUNKIPAL consist of the following described sections:
PLANNING
uownsTe 1. From approximately the intersection of County Road 77 and the City maintenance
TRUCruRA~ facility, where the last project terminated, to just east ofthe Dickenson Bus Garage
suRVEVINC access, the road will consist of a 72-foot wide rural section. The entire 72-foot
raAPFIC width will be bituminous surfaced. This will allow for two 12-foot lanes in each
rRa"sroRTanoN direction and a 12-foot paved shoulder. The paved shoulder will allow the County
to stripe right-turn lanes wherever appropriate. Although it will not be signed as

ENGINEERING: such, a 12-foot paved shoulder is certainly wide enough to allow for pedestrian
evac movements.

scnoA 2. From just east of the Dickenson Bus Garage entrance to just west of the second
svsTEMCONTROIS Industrial Boulevard intersection, the roadway will consist of a 72-foot wide urban
section with abarrier-type concrete curb and gutter. Once again, this width will
allow for four lanes of traffic, two in each direction, and a 12-foot paved shoulder,
which will be striped as a turn lane at appropriate intersections. Storm drainage
along this urban section will run in the gutter line from south to north, ultimately
discharging to the wetlands adjacent to the roadway west of the Industrial Park.
3. From just west of the Industrial Boulevard intersection to the realigned intersection
of Meadowvale Road (County Road 44) the 72-foot wide rural section will be
oEEices IN: construction. This will again provide two lanes of traffic in each direction and 12-
MiNNEAPOU3 foot paved shoulders which can be used for right-turn lanes where necessary.

4. From north of the Meadowvale Road (County Road 44) intersection to the
intersection of County Road 32, the section will be graded wide enough for four
lanes of traffic. The County proposes a roadbed width of 60 feet. However, at this
point, the County has not determined how much of this area will be initially paved.
They have assured us they will pave at least one lane in each direction and a fairly
wide shoulder area. Ultimately, when traffic dictates, the road would be paved 60
feet wide which would provide for two lanes of traffic in each direcfion and a 6-foot
wide shoulder on each side. There is the potential that the County will determine
that it is cost-effective to just pave the entire 60-foot width at this time.
Some of the other issues that we discussed with the County include the following:
The County proposes to construct the project in 1995 in two phases. The first phase
would be from the south end to just short of County Road 44. This Phase One
construction is planned to be completed prior to the start-up of the fall school yeaz.
The second phase would go from County Road 44 to County Road 32. This phase
is proposed to be undertaken in the fall of 1995 after the bulk of the golf season is
over. The County has met with representatives of both the School District and of
the golf course and relayed this information to them.
• The County is still considering how to deal with the 193rd Avenue intersection
between CSAH 1 and County Road 44. As you are aware, this is the short stretch
of road often used as a short-cut, which also serves the church in that location. One
of the options they are considering is to cul-de-sac 193rd Avenue, eliminating the
intersection with County Road 1. I believe that if this is their approach, the City
should support this realignment. The reason is the intersection is skewed at an
angle much less than 90 degrees and, with the short-cut opportunities there,
provides for conflicting traffic movements with limited visibility for turning cazs.
The County proposes to realign Meadowvale Road (County Road 44) to provide a
90 degree intersection with CSAH 1. This will utilize some of the property the City
acquired from the Nord family several years ago when utilities were extended
through this azea.
The County would like to work with the City to minimize the number of new
accesses onto CSAH 1. As the Nord property develops in the future, it is
anticipated that an access across from the new Meadowvale Road intersection would
be established, and somewhere north of this intersection an appropriate location
would be chosen for another access to both the east and west side of CSAH 1.

One other item we discussed with the County was the City's desire to look at the
signalization of the intersection of CSAH 1 and School Street. As you recall, Dave
Schwarting requested that the City Council pass a resolution requesting that a traffic
warrant study be undertaken at this location. This will give him the information he needs
to present this item to his County Boazd. I have attached a draft resolution for the City
Council's consideration which requests such a study to be undertaken by the County
immediately, and also requests that if the study indicates signals aze wazranted or will be
warranted in the neaz future, that the County program the construction of such a signal
system as soon as possible.
If you have any questions regarding any of these items, I will be in attendance at your
June 19, 1995, City Council meeting.

S A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION REQUESTING THE SHERBURNE COUNTY
BOARD OF COMMISSIONERS ORDER A TRAFFIC SIGNAL
WARRANT STUDY AT THE INTERSECTION
OF CSAH 1 (PROCTOR AVENUE) AND SCHOOL STREET
WHEREAS, the City of Elk River has and continues to experience significant growth; and
WHEREAS, much of this growth has been residential in the northwest portion of the City and
commercial development along the TH 169 corridor; and
WHEREAS, this growth has continued to increase traffic volumes in the area of the intersection
of CSAH 1 (Proctor Avenue) and School Street; and
WHEREAS, the City of Ells River is concerned about the continued safe and efficient operation
of the intersection of CSAH 1 (Proctor Avenue) and School Street.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
• 1. The Sherburne County Board of Commissioners duect the Sherburne County Engineer to
immediately undertake a traffic signal warrant study at the intersectlon of CSAH 1
(Proctor Avenue) and School Street.
2. If the traffic signal study indicates signalization of the intersection is warranted or will be
warranted in the near future, the County program the installation of a signal system as
soon as possible.
