SUBJECT: Update on 1994 Camp Confidence
Lawful Purpose Expenditures
INTRODUCTION
As the Council is aware, Confidence Learning Center ceased its charitable
gambling operation (pull-tabs) at Broadway Bar and Pizza in October of
1994. Camp Confidence left the site owing the City's trade area 75% of its
lawful purpose expenditures for 1994, totaling $24,093.
• BACHGROUND
Colleen Barnes, Assistant Gambling Manager, and Jeff Olson, Executive
Director, from Confidence Learning Center, Brainerd, Minnesota, visited
City Hall on Wednesday, May 31, 1995. The purpose of this visit was to
explain the past and current situation at Confidence Learning Center.
To briefly update the Council, Confidence Learning Center has underwent
some significant changes in its organization. The organization has recently
hired Jeff Olson as the Executive Director. Jeff Olson has indicated that it is
his intention to honor the debts owned to the City of Elk River from the pull
tab operation at Broadway Bar and Pizza in 1994.
Confidence Learning Center plans to repay its debt to the City by allowing
resident's of the city's trade area to attend Confidence Learning Center Day
Camp. Many of the residents attending the day camps are students from the
Elk River School District. Enclosed is a copy of a letter to Confidence
Learning Center from School Social Worker Joyce Danforth indicating the
school's appreciation to Confidence Learning Center for its contribution of
$750 to buss and supply food for students attending Confidence Learning
Center.

Mr. Olson has indicated that he will keep the City informed of actual
• expenditures that can be used to reduce the 1994 debt. After speaking to
both Colleen Barnes and Jeff Olson, I feel that Confidence Learning Center is
sincere in its efforts to honor the 1994 debt.

at Camp Confidence last Wedaesday, Thursday, and Friday. 2
video-taped their lishiag experience, tree climbing, time
• spent with the geese, ducks, etc. They are already talking
about aext year's camping trip.
We really appreciate haviag the cabin and program fee
waived as well as receiving the y750 whith coveted the bus
and food for our campers. Our seudents would not have had
