River MEMORANDUM **ITEM NO. 5.4** TO: Mayor & City Council FROM: Pat Klaers, City Adm~~br DATE: June 5,1995 J~ SUBJECT: Development of Recreation Fields At the last City Council meeting on May 22, 1995, the council agreed to continue discussion on the development of youth recreation fields on 12.5 acres of the Wastewater Treatment Plant (WWTP) land. Staffwas planning to get back to the City Council at this June 5, 1995, meeting with a recommendation on how the 12.5 acres could be developed in phases. The phasing is desired so that the caphal costs can be spread out over a few years. The proposal for recreation fields has been delayed and is now scheduled to be presented to the City Council on June 19, 1995. This will allow time for staffto work with the Pazk • and Recreation Commission on a recommendation. The commission meets on 6/14/95. One item that has not been discussed in the past but will need discussion in the fixture relates to the fimdmg of the improvements. At this time, all of the expenses are planned to be City of Elk River expenses. If youth soccer or youth baseball are to benefit by having more fields available for their use and the city cannot afford to construct these fields on its own, then we may need some contributions from these youth organizations. No action is necessary by the City Council on this agenda item. A recommendation on how to develop the 12.5 acres of W WTP laud is anficipated to be presented to the City Council on June 19, 1995. camcil:devrafd • 13065 Orono Parkway • P.O.
