After the additional testing outlined in Mr. Lichter's memo, an estimate of the clean-up cost at this site can be derived. Some phase II type activities (soil borings, water test) have taken place at the Custom Motors site in the past. These activities were funded by the city • through the landfill surcharge fund. Staff suggests the complete phase II be funded from the same source. I will be at Monday night's meeting to address past testing activities at the Custom Motors site and proposed future activities. A~ DATE: APRIL 18, 1995 RE: CUSTOM MOTORS, PROPOSAL FOR ADDITIONAL SUB- SURFACE ASSESSMENT WORK Assessment activities to date have consisted of reconnaissance soil sampling and testing of off-site wells on Property north and anticipated downgradient of the Custom Motors site. Presently, environmental impacts appear limited to surficial soils in high traffic areas, including, but not limited to, the engine and transmission storage area, vehicle processing areas and traffic pathways. Soils in the vicinity of typical automobile storage areas do not appear to be problematic, as previous field screening and analytical testing work did not indicate parameters above detection limits, although some minor staining was observed in these areas. Also, testing of off-site wells did not find any evidence of volatile organic compounds (VOCs), although lead was present slightly above drinking water standards. An overview of data indicates additional soil sampling and analytical testing is required to further define the extent and magnitude of impacts, in particular near the processing garage and engine/transmission storage area. Additionally, TCLP analyses may be required on soils with high lead levels to evaluate mitigation and disposal options to determine if the soils would be regulated as hazardous material. There also remains the possibility of localized groundwater contamination suggested by data from the engine/transmission storage area, permeability of soils and anticipated shallow depth for groundwater. Based upon these concerns, Liesch has developed the following scope of work to address these issues. Liesch proposes to spend one field day advancing a series of shallow soil borings (Figure 1) on the Properly. Soil borings will be advanced to the water table which is anticipated to occur at a depth of approximately 10 to 15 feet below grade. Soil samples will be • collected at five foot intervals during drilling for soil characterization and profiling needs and groundwater samples will be collected from selected boreholes for groundwater quality data. All drilling will be completed by a truck mounted drill rig utilizing hollow Page 2 April 18, 1995 • stem auger drilling methods. Based upon drilling conditions it seems reasonable to assume 10 to 15 shallow soil borings can be completed in one field day. Upon completion of all drilling and sampling, the boreholes will be abandoned pursuant to MDH well codes. Representative soil/groundwater samples from the boreholes will be selected for laboratory confirmation analysis based upon soil characterization data including visual staining, odors and jar headspace results. 5oi1 samples are proposed to undergo diesel range organics (DRO) and lead analysis while groundwater samples are proposed to be analyzed for VOCs and lead. A total of eight soil and six groundwater samples are estimated. Some boreholes may require no analysis to be performed while other boreholes may require two samples in order to characterize impacts at depth. Groundwater samples will be collected in such a manner ±a assess water quality for the entire property. As previously mentioned, a representative soil sample is also proposed to undergo TCLP analysis for hazardous material determination. Remaining soil samples will be frozen under proper chain of custody documentation for future analysis, if necessary. Upon receipt of laboratory results and compilation of data a draft summary report will be prepared for your review prior to issuance of the final copy. The report will include • soil boring data, field observations, chemical results, and a discussion of findings with recommendations for additional work, if necessary.
